農(nóng)用地經(jīng)濟(jì)價(jià)值與社會(huì)價(jià)值研究

【摘要】:農(nóng)用地作為人類賴以生存的源泉,是一個(gè)集自然、社會(huì)和生態(tài)為一體的復(fù)合體。資產(chǎn)屬性和資源屬性是農(nóng)用地最重要的兩種屬性,但是一直以來(lái),人們對(duì)農(nóng)用地的價(jià)格評(píng)估和價(jià)值構(gòu)成在認(rèn)識(shí)上存在嚴(yán)重不足,這樣就極大阻礙了農(nóng)村土地市場(chǎng)秩序的有序建立。在農(nóng)用地評(píng)估實(shí)踐中,人們往往只過(guò)份關(guān)注農(nóng)用地的經(jīng)濟(jì)生產(chǎn)功能,對(duì)社會(huì)價(jià)值功能則重視不足,不能全面反映農(nóng)用地的價(jià)值。本文首先對(duì)農(nóng)用地的功能進(jìn)行分析,在對(duì)前人提出的價(jià)值觀和農(nóng)用地價(jià)值構(gòu)成論進(jìn)行闡述,在前人基礎(chǔ)上提出農(nóng)用地社會(huì)經(jīng)濟(jì)環(huán)境綜合價(jià)值這一概念,即農(nóng)用地不僅具有經(jīng)濟(jì)生產(chǎn)功能,還有社會(huì)安全功能和社會(huì)保障功能,進(jìn)而提出農(nóng)用地價(jià)值相應(yīng)地由由經(jīng)濟(jì)價(jià)值、社會(huì)安全價(jià)值和社會(huì)保障價(jià)值構(gòu)成。從農(nóng)用地價(jià)值定義出發(fā),完成對(duì)農(nóng)用地經(jīng)濟(jì)價(jià)值的理論和方法的闡述,將幾種常見的農(nóng)用地價(jià)值評(píng)估方法進(jìn)行系統(tǒng)梳理,對(duì)經(jīng)濟(jì)價(jià)值定義及適用性情況進(jìn)行說(shuō)明。社會(huì)保障價(jià)值不僅考慮養(yǎng)老保險(xiǎn)價(jià)值,還需要考慮醫(yī)療保險(xiǎn)和就業(yè)保險(xiǎn),提出計(jì)算思路,得到合理的社會(huì)保障價(jià)值。并提出農(nóng)用地的社會(huì)保障價(jià)值是一個(gè)長(zhǎng)期的過(guò)程,并且在應(yīng)當(dāng)在過(guò)程中逐步弱化。對(duì)社會(huì)安全價(jià)值從定義到內(nèi)涵進(jìn)行了全面而深入地分析,進(jìn)而提出社會(huì)安全價(jià)值實(shí)現(xiàn)的理論思路,對(duì)社會(huì)安全價(jià)值的計(jì)算方法等相關(guān)問(wèn)題進(jìn)行了討論。以安徽省蚌埠市一農(nóng)用地塊為實(shí)例,進(jìn)行了經(jīng)濟(jì)價(jià)值和社會(huì)價(jià)值的試算,得到當(dāng)?shù)睾侠淼慕?jīng)濟(jì)價(jià)值和社會(huì)價(jià)值。最后對(duì)本文的研究存在不足之處進(jìn)行分析,并提出今后的改進(jìn)方向。
[Abstract]:As the source of human survival, agricultural land is a complex of nature, society and ecology. Asset attribute and resource attribute are the two most important attributes of agricultural land. However, there is a serious lack of understanding of the price evaluation and value composition of agricultural land. This greatly hinders the orderly establishment of rural land market order. In the practice of agricultural land evaluation, people often only pay too much attention to the economic production function of agricultural land, but pay less attention to the social value function, and can not reflect the value of agricultural land comprehensively. In this paper, the function of agricultural land is analyzed, and the concept of comprehensive value of social and economic environment of agricultural land is put forward on the basis of the theory of values and value constitution of agricultural land put forward by predecessors. That is, agricultural land has not only the function of economic production, but also the function of social security and social security. Then, it is put forward that the value of agricultural land is composed of economic value, social security value and social security value. Based on the definition of agricultural land value, this paper expounds the theory and method of agricultural land economic value, systematically combs several common methods of agricultural land value evaluation, and explains the definition of economic value and its applicability. The value of social security not only considers the value of old-age insurance, but also needs to consider medical insurance and employment insurance. It also points out that the social security value of agricultural land is a long-term process and should be gradually weakened in the process. This paper analyzes the social security value from the definition to the connotation, and then puts forward the theoretical thinking of realizing the social security value, and discusses the calculation method of the social security value and so on. Taking a piece of agricultural land in Bengbu City, Anhui Province as an example, the economic and social values are calculated and the reasonable local economic and social values are obtained. Finally, the shortcomings of this study are analyzed, and the direction of improvement in the future is put forward.
