【摘要】：現代農業(yè)園區(qū)是一種先進的現代農業(yè)生產模式,土地高效利用是突破園區(qū)資源瓶頸,實現園區(qū)轉型升級的有效途徑。研究現代農業(yè)園區(qū)土地高效利用的內涵、理論框架、評價體系和可行路徑,不僅可以有效地指導現代農業(yè)園區(qū)規(guī)劃建設,也是“新常態(tài)”下現代農業(yè)持續(xù)、高效發(fā)展的迫切需要。本文明確了現代農業(yè)園區(qū)土地高效利用的概念內涵,分析了園區(qū)土地高效利用與集約利用、可持續(xù)利用的區(qū)別與聯(lián)系。以人地協(xié)調理論支撐空問維的優(yōu)化,以可持續(xù)發(fā)展理論支撐時間維的延長,以循環(huán)經濟理論和農業(yè)多功能理論支撐價值維的增值,以系統(tǒng)工程理論支撐“三維一體”的整體觀,建構了現代農業(yè)園區(qū)土地高效利用空間維、時間維、價值維“三維一體”的理論解釋模型,并分別從三個維度對園區(qū)土地高效利用理論進行了闡釋,提出了園區(qū)土地高效利用的目標和準則�；�于此,筆者對山東省部分現代農業(yè)園區(qū)土地利用現狀進行了實地調研,發(fā)現存在缺乏統(tǒng)籌規(guī)劃、用養(yǎng)失調、配置失衡、撂荒浪費等問題。為解決這些問題,本文依據現代農業(yè)園區(qū)土地高效利用的內在要求和目標,根據“國家現代農業(yè)示范區(qū)建設水平監(jiān)測評價系統(tǒng)”中上報的山東省51個現代農業(yè)示范區(qū)2010-2015年數據,結合實地調研情況,選用三階段DEA方法(數據包絡分析方法),對現代農業(yè)園區(qū)土地高效利用進行了量化評價和實證分析。結果表明：第一,山東省現代農業(yè)示范區(qū)土地利用整體效益有較大的提升空間,土地利用投入要素間的配置有待優(yōu)化。技術效率偏低是影響園區(qū)土地整體利用效益的主要因素,規(guī)模效率拉低了整體技術效率。第二,根據量化分析結果可將現代農業(yè)園區(qū)按土地利用效益高低分為四類,即：“生產前沿面”、“高效區(qū)”、“中效區(qū)”和“低效區(qū)”。處于“中效區(qū)”和“低效區(qū)”的園區(qū)數量占所分析園區(qū)總數的47.06%,需要有針對性地提升園區(qū)土地利用效益。第三,通過環(huán)境因素分析發(fā)現,城鎮(zhèn)化水平、勞動力素質、農民人均收入、財政支持等因素是制約園區(qū)土地高效利用的主要因素。城鎮(zhèn)化水平、勞動力素質的提高影響并改變著土地規(guī)模經營和土地利用方式,進而影響著園區(qū)的土地利用效益；農民人均收入和財政投入對于園區(qū)土地高效利用的影響具有兩面性,適度規(guī)模的農民人均收入和財政投入可有效地促進土地高效利用,提高土地利用的整體效益；但過度投入則會降低土地利用的效益�；�于上述評價結果和“三維一體”理論體系,本文提出了實現現代農業(yè)園區(qū)土地高效利用的可行路徑,即：綜合層面以實現土地高效利用為核心進行總體設計；空間維以減少土地浪費,實現人地協(xié)調發(fā)展為目標,進行空間優(yōu)化；時間維以突破土地資源局限,實現可持續(xù)發(fā)展為目標,進行模式創(chuàng)新(如立體利用、循環(huán)利用等)；價值維以產業(yè)鏈不斷增值的同時實現生態(tài)效益和社會效益不斷提高為目標,設計項目支撐。最后,以東營國家農業(yè)科技園區(qū)核心區(qū)為案例,說明了這一路徑在實踐中的應用,并運用協(xié)調度模型和多目標函數法,構建了由對應空間維、時間維、價值維“三維”的土地利用空間配置指標、產出水平指標、可持續(xù)發(fā)展指標三大類14項指標構成的評價指標體系,對該園區(qū)土地利用情況進行了評價。評價結果表明,該園區(qū)建園后比建園前經濟效益、生態(tài)效益和社會效益都取得了顯著的提高,本文提出的現代農業(yè)園區(qū)土地高效利用理論、評價與路徑,在實踐中具有指導意義。
[Abstract]:Modern agricultural park is an advanced mode of modern agricultural production. Efficient land use is an effective way to break through the bottleneck of the park resources and realize the transformation and upgrading of the park. The study of the connotation, the theoretical framework, the evaluation system and the feasible path of the land efficient utilization of the modern agricultural park can not only effectively guide the planning and construction of modern agricultural parks. It is also an urgent need for the sustainable and efficient development of modern agriculture under the "new normal". The concept of land efficient utilization of modern agricultural park is confirmed by this civilization. The difference and connection between the efficient utilization of land and intensive use and the sustainable utilization of the park are analyzed. With the extension of time dimension, the value dimension is supported by the theory of circular economy and the theory of agricultural multifunction, and the theory of system engineering supports the whole concept of "three-dimensional integration", and the rational interpretation model of space dimension, time dimension and value dimension "three-dimensional one" is constructed in the modern agricultural park, and the soil of the park is divided into three dimensions. Based on this, the author makes a field survey on the current situation of land use in some modern agricultural parks in Shandong Province, and finds that there is a lack of overall planning, maladjustment, disequilibrium, waste waste and so on. According to the 2010-2015 year data of 51 modern agricultural demonstration areas of Shandong Province, which were reported in the "national modern agricultural demonstration area construction level monitoring and evaluation system", the three stage DEA method (DEA method) was selected for the high land use of agricultural park, and the land of modern agricultural park was high. The results of quantitative evaluation and empirical analysis show that: first, the overall benefit of land use in Shandong Province modern agricultural demonstration area has a greater promotion space, and the allocation of land use input factors needs to be optimized. The low technical efficiency is the main factor affecting the overall utilization efficiency of the park land, and the scale efficiency reduces the overall technology. Second, according to the results of quantitative analysis, the modern agricultural park can be divided into four categories according to the benefit of land use, that is, "production frontier", "high efficiency zone", "middle effect zone" and "low efficiency zone". The number of park in "middle effect zone" and "low efficiency zone" accounts for 47.06% of the total number of the analysis park. Third, through the analysis of environmental factors, it is found that the level of urbanization, the quality of labor, the per capita income of farmers and the financial support are the main factors that restrict the efficient use of land in the park. The level of urbanization, the improvement of the quality of the labor force and the change of the land scale management and the way of land use are influenced by the factors. The benefit of land use in the park; the influence of per capita income and financial input of farmers on the efficient utilization of land in the park have two sides. The per capita income and financial input of the moderate scale farmers can effectively promote the efficient use of land and improve the overall benefit of land use; however, over investment will reduce the benefit of land use. On the basis of the evaluation results and the "three dimensional" theory system, this paper puts forward the feasible way to realize the efficient use of land in the modern agricultural park, that is, the overall design is designed to achieve the efficient use of land as the core; space dimension is aimed at reducing land waste, realizing the development of human and land coordination, optimizing the space, and the time dimension is indistinct The goal of breaking land resources and realizing sustainable development is to carry out model innovation (such as three-dimensional utilization, recycling and so on). The value dimension aims at improving the ecological and social benefits at the same time that the industrial chain is constantly increasing, and the design project is supported. Finally, this is illustrated by the case of the core area of Dongying national agricultural science and technology park. With the application of the path in practice, and using the coordination degree model and the multi-objective function method, the evaluation index system composed of three categories of 14 indexes, namely, the spatial dimension, the time dimension and the value dimension "three-dimensional" land use spatial allocation index, the output level index and the sustainable development index, is constructed, and the land use situation of the park is evaluated. The evaluation results show that the park has made a significant improvement over the economic benefits, ecological and social benefits of the park before the construction of the park. The theory, evaluation and path of the land efficient utilization of the modern agricultural park have a guiding significance in practice.
