【摘要】:隨著安全生產(chǎn)執(zhí)法監(jiān)察工作深入開展,安全生產(chǎn)執(zhí)法監(jiān)察工作重心由最初的建設(shè)執(zhí)法監(jiān)察機(jī)構(gòu)隊(duì)伍,培訓(xùn)隊(duì)伍會(huì)執(zhí)法、敢執(zhí)法,逐步進(jìn)入了執(zhí)法監(jiān)察規(guī)范化、標(biāo)準(zhǔn)化建設(shè)的階段,在安全監(jiān)管工作中發(fā)揮了重要的作用,,但執(zhí)法監(jiān)察工作成效究竟取得成效如何,目前尚沒有一個(gè)可以量化的指標(biāo)進(jìn)行評(píng)估,各地安全生產(chǎn)執(zhí)法監(jiān)察工作好壞難分,無法進(jìn)行系統(tǒng)的量化對(duì)比,從而查找不足,進(jìn)而持續(xù)改進(jìn)。進(jìn)行安全生產(chǎn)執(zhí)法監(jiān)察能力績(jī)效評(píng)價(jià)體課題研究,能夠解決當(dāng)前安全生產(chǎn)監(jiān)管監(jiān)察無法量化對(duì)比的問題,能夠促進(jìn)執(zhí)法工作水平持續(xù)提高,對(duì)于加強(qiáng)安全生產(chǎn)工作、促進(jìn)安全生產(chǎn)形勢(shì)持續(xù)穩(wěn)定好轉(zhuǎn)具有重要的意義,同時(shí)也豐富了安全生產(chǎn)監(jiān)管監(jiān)察的理論體系。本文針對(duì)安全生產(chǎn)執(zhí)法監(jiān)察能力評(píng)價(jià)要素的特點(diǎn),構(gòu)建了AHP-模糊綜合評(píng)價(jià)法模型,提出了應(yīng)用AHP-模糊綜合評(píng)價(jià)法對(duì)安全生產(chǎn)執(zhí)法監(jiān)察能力績(jī)效進(jìn)行評(píng)價(jià)。 本文在充分調(diào)研的基礎(chǔ)上,確定了反應(yīng)安全生產(chǎn)執(zhí)法監(jiān)察能力水平的5項(xiàng)一級(jí)指標(biāo)、30項(xiàng)二級(jí)指標(biāo)和100項(xiàng)三級(jí)指標(biāo),并選取了省、市、縣(區(qū))執(zhí)法機(jī)構(gòu)和企業(yè)、技術(shù)服務(wù)機(jī)構(gòu)等8個(gè)單位的調(diào)研數(shù)據(jù),應(yīng)用AHP-模糊綜合評(píng)價(jià)法,使用Matlab程序和Excel電子表格進(jìn)行數(shù)據(jù)處理,對(duì)每一項(xiàng)指標(biāo)權(quán)重進(jìn)行賦值。根據(jù)每項(xiàng)指標(biāo)的權(quán)重賦值,創(chuàng)新建立了“安全生產(chǎn)執(zhí)法監(jiān)察能力績(jī)效評(píng)價(jià)指標(biāo)體系考核評(píng)分標(biāo)準(zhǔn)”,對(duì)每項(xiàng)指標(biāo)進(jìn)行量化評(píng)分。致力于建立一個(gè)科學(xué)客觀、真實(shí)可靠、指標(biāo)均衡且可操作性強(qiáng)的一個(gè)績(jī)效評(píng)價(jià)體系。
[Abstract]:With the in-depth development of safety production law enforcement supervision work, the focus of work on safety production law enforcement supervision work from the initial construction of law enforcement and supervision agencies, training team will enforce the law, dare to enforce the law, step by step into the standardization of law enforcement supervision. In the stage of standardization construction, it has played an important role in the work of safety supervision, but the effectiveness of law enforcement supervision has not yet been evaluated by a quantitative index. It is difficult to distinguish the quality of safety production law enforcement and supervision work, and can not carry on the systematic quantitative comparison, so as to find the insufficiency, and then continue to improve. Carry on the safety production law enforcement supervision ability performance evaluation body research. It can solve the problem that the supervision and supervision of production safety can not be compared quantitatively, can promote the continuous improvement of the level of law enforcement, and strengthen the work of safety in production. It is of great significance to promote the continuous and stable improvement of production safety situation, and it also enriches the theoretical system of supervision and supervision of production safety. This paper aims at the characteristics of the evaluation elements of the ability of law enforcement supervision in production safety. The AHP- fuzzy comprehensive evaluation model is constructed, and the AHP- fuzzy comprehensive evaluation method is put forward to evaluate the performance of law enforcement and supervision ability in production safety. On the basis of full investigation and investigation, this paper has determined 30 second class indexes and 100 third class indexes of the level of law enforcement and supervision ability level of reaction safety production, and selected provinces and cities. The investigation data of 8 units, such as county (district) law enforcement agencies and enterprises, technical service agencies, etc., were processed by using Matlab program and Excel spreadsheet by using AHP- fuzzy comprehensive evaluation method. According to the weight assignment of each index, this paper innovates the establishment of the "Safety production Law Enforcement Supervision capability performance Evaluation Index system Assessment and scoring Standard". In order to establish a scientific and objective, true and reliable performance evaluation system, the index is balanced and operable.
