【摘要】：隨著人民生活水平的不斷提高和信息通訊技術(shù)的日益發(fā)達(dá),安全生產(chǎn)問題特別是對重特大生產(chǎn)安全事故的預(yù)防或處理等情況已經(jīng)超出了相關(guān)企業(yè)或行業(yè)邊界,成為人民群眾廣為關(guān)注的問題,安全生產(chǎn)的社會監(jiān)督也發(fā)揮著越來越明顯的作用,其主要表現(xiàn)就是安全生產(chǎn)舉報投訴的數(shù)量增加和質(zhì)量上升、源于舉報得到治理的事故隱患有所增加。為了進(jìn)一步落實《安全生產(chǎn)法》中關(guān)于加強(qiáng)安全生產(chǎn)社會監(jiān)督、獎勵舉報安全生產(chǎn)違法行為有功人員等方面的要求,應(yīng)繼續(xù)擴(kuò)大安全生產(chǎn)舉報制度的影響和作用,繼續(xù)利用宣傳普及特別是舉報獎勵等手段,不斷提高人民群眾對安全生產(chǎn)舉報的認(rèn)知度和積極性。根據(jù)對北京市安全生產(chǎn)舉報獎勵制度的實施情況進(jìn)行調(diào)研分析,不難發(fā)現(xiàn)已有的安全生產(chǎn)舉報獎勵制度是有進(jìn)一步改進(jìn)和完善空間的。因此,在規(guī)范安全生產(chǎn)的大環(huán)境下,健全安全生產(chǎn)舉報獎勵制度刻不容緩。本文以北京市安全生產(chǎn)舉報獎勵制度為研究對象,將不斷完善該項制度作為最終目標(biāo)。首先,調(diào)研北京市安全生產(chǎn)舉報獎勵制度的具體內(nèi)容、發(fā)展歷程,并比較北京市、廣東省、湖北省三地區(qū)安全生產(chǎn)舉報獎勵制度異同,分析得到北京市安全生產(chǎn)舉報獎勵制度特點(diǎn)。接著,通過收集整理和統(tǒng)計分析北京市2013至2016年安全生產(chǎn)舉報投訴中心接收的上千例舉報件,總結(jié)現(xiàn)階段北京市安全生產(chǎn)舉報獎勵制度實施現(xiàn)狀,分析導(dǎo)致該現(xiàn)狀的具體原因。然后,分析北京市安全生產(chǎn)舉報獎勵制度實施后在社會、經(jīng)濟(jì)和政府管理三個層面帶來的實際效果,并運(yùn)用TNT當(dāng)量法、海因里希法則等方法量化其經(jīng)濟(jì)效果,明確該制度具有的現(xiàn)實意義。最后,以北京市安全生產(chǎn)舉報獎勵制度現(xiàn)狀和實施效果為基礎(chǔ),結(jié)合激勵理論具體內(nèi)容,分析當(dāng)前安全生產(chǎn)舉報獎勵制度存在的不足,并提出完善北京市安全生產(chǎn)舉報獎勵制度合理可行的對策建議。為北京市安全生產(chǎn)舉報獎勵制度的合理化、規(guī)范化的發(fā)展提供相應(yīng)的依據(jù),推動北京市安全生產(chǎn)舉報獎勵工作有效開展。
[Abstract]:With the continuous improvement of people's living standards and the increasing development of information and communication technology, the problems of production safety, especially the prevention or handling of serious and serious production safety accidents, have exceeded the boundaries of relevant enterprises or industries. It has become an issue of widespread concern to the people, and social supervision of production safety is also playing a more and more obvious role, the main manifestation of which is the increase in the number and quality of complaints reported on production safety. In order to further implement the requirements of the "production Safety Law" on strengthening social supervision in production safety and rewarding those who have made contributions to reporting illegal activities in production safety, We should continue to expand the impact and role of the reporting system for safe production and continue to use such means as publicity and, in particular, reporting incentives, Continuously improving the people's awareness and enthusiasm for reporting on production safety. Based on the investigation and analysis of the implementation of the reward system for reporting on production safety in Beijing, It is not difficult to find that there is room for further improvement and improvement of the existing reward system for reporting on production safety. Therefore, under the general environment of standardizing production safety, It is urgent to improve the reward system of reporting on production safety. This paper takes the reward system of reporting on production safety in Beijing as the research object, and takes the continuous improvement of the system as the ultimate goal. First of all, To investigate the specific contents and development process of the reward system for reporting on production safety in Beijing, and to compare the similarities and differences of the reward system in the three regions of Beijing, Guangdong and Hubei. The characteristics of the reward system for reporting on production safety in Beijing were analyzed. Then, through collecting and sorting out and analyzing the thousands of reports received by the Beijing Safety production report and Complaints Center from 2013 to 2016, This paper summarizes the present situation of the implementation of the reward system for reporting on production safety in Beijing, and analyzes the specific reasons leading to the present situation. Then, it analyzes that the reward system for reporting on production safety in Beijing is in the society after the implementation of the system. The actual effect brought about by the three levels of economy and government management, and the use of TNT equivalent method and Heinrich's rule to quantify its economic effect, and to make clear the practical significance of the system. Finally, Based on the present situation and implementation effect of the reward system for reporting on safe production in Beijing, and combining with the specific contents of the incentive theory, this paper analyzes the shortcomings of the current reward system for reporting reports on production safety in Beijing. It also puts forward some reasonable and feasible countermeasures and suggestions to perfect the reward system of reporting on production safety in Beijing, which provides the corresponding basis for the rationalization and standardized development of the reward system for reporting on production safety in Beijing.
