【摘要】：中國將生存權(quán)和發(fā)展權(quán)作為首要人權(quán),這不僅是抽象的人權(quán)立場,更是具體的人權(quán)實踐。中國早在起草聯(lián)合國《殘疾人權(quán)利公約》之初,即主張將發(fā)展與人權(quán)結(jié)合起來;在公約實施過程中,中國更是以民生為本,將殘疾人權(quán)利納入法律和政策,將殘疾人權(quán)利保障作為經(jīng)濟和社會發(fā)展特別是減貧和小康社會建設(shè)事業(yè)的重中之重;在國際社會,中國積極倡導(dǎo)將殘疾人權(quán)利納入國際發(fā)展議程,并在落實聯(lián)合國《2030年可持續(xù)發(fā)展議程》的新進程中努力發(fā)揮引領(lǐng)作用。中國特色殘疾人權(quán)利保障事業(yè)的基本特點生動地詮釋了中國切實保障發(fā)展權(quán)的實踐。
[Abstract]:China regards the right to existence and development as the primary human rights, which is not only an abstract stand on human rights, but also a concrete practice of human rights. As early as the beginning of the drafting of the United Nations Convention on the Rights of Persons with Disabilities, China advocated the integration of development and human rights. In the process of implementing the Convention, China took people's livelihood as the basis and incorporated the rights of persons with disabilities into its laws and policies. The protection of the rights of persons with disabilities was a top priority in economic and social development, especially in poverty reduction and the building of a well-off society. In the international community, China actively advocated the inclusion of the rights of persons with disabilities in the international development agenda. And to play a leading role in the new process of implementing the UN Sustainable Development agenda 2030. The basic features of the protection of the rights of the disabled with Chinese characteristics vividly explain China's practice of ensuring the right to development.
