【摘要】：青海湖環(huán)湖區(qū)草地資源不僅是環(huán)湖區(qū)人民生存和發(fā)展的依托,而且具有調(diào)節(jié)氣候、涵養(yǎng)水源、蓄洪、防風(fēng)固沙及保護生物多樣性等多種生態(tài)功能。近些年,隨著資源的開發(fā)、生活結(jié)構(gòu)的變化,人類活動已成為環(huán)湖區(qū)草地植被退化、覆蓋面積縮減及草地沙化等的主要作用力。經(jīng)調(diào)研考察,草原生態(tài)保護補獎機制的不完善、土地利用的不合理、垃圾處理機制的缺乏是環(huán)湖區(qū)草地植被破壞的主要原因。因此,亟需加大環(huán)境保護宣傳,提高公眾環(huán)保意識;完善草原生態(tài)保護地方立法,強化草原保護法律法規(guī)的可操作性;完善草原生態(tài)獎補制度,提高牧民參與草原保護的積極性;制定合理的旅游規(guī)劃,嚴厲打擊違法占用草地的行為;建立并完善垃圾管理機制,改善草原垃圾污染狀況。
[Abstract]:The grassland resources not only depend on the survival and development of the people around the lake, but also have many ecological functions, such as adjusting climate, conserving water sources, storing flood, preventing wind and sand and protecting biodiversity. In recent years, with the development of resources and the change of life structure, human activities have become the main force of grassland vegetation degradation, coverage reduction and grassland desertification. Through investigation and investigation, the main reasons of grassland vegetation destruction are the imperfection of grassland ecological protection compensation mechanism, unreasonable land use and the lack of garbage disposal mechanism. Therefore, it is urgent to increase environmental protection publicity, improve public awareness of environmental protection, improve local legislation on grassland ecological protection, strengthen the operability of grassland protection laws and regulations, and perfect grassland ecological award compensation system. To improve the enthusiasm of herdsmen to participate in grassland protection; to formulate reasonable tourism planning and severely crack down on illegal occupation of grassland; to establish and improve waste management mechanism to improve grassland garbage pollution.
