【摘要】：近年來，隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展與改革開放的逐漸深入，城市化進(jìn)程日益加快，城市管理行政執(zhí)法工作逐漸獲得關(guān)注，同時(shí)取得很大的進(jìn)展，然而其仍具有一些需要高度重視、亟待解決的問題。在具體實(shí)踐中，城市管理行政執(zhí)法仍然存在著執(zhí)法體制不夠規(guī)范、執(zhí)法依據(jù)不夠充分、執(zhí)法人員素質(zhì)相對(duì)較差、執(zhí)法范圍太過寬泛等問題。所以，改革城市管理行政執(zhí)法體制、優(yōu)化城市管理法律體系，改善城市管理行政執(zhí)法環(huán)境，創(chuàng)新城市管理途徑已經(jīng)成為當(dāng)務(wù)之急。 本文以準(zhǔn)格爾旗城市管理行政執(zhí)法工作為研究對(duì)象展開研究，通過對(duì)準(zhǔn)格爾旗具體實(shí)踐的研究，指出其中存在的問題，提出符合準(zhǔn)格爾旗城市管理行政執(zhí)法提升發(fā)展的道路。本文主要包括以下六個(gè)部分: 第一部分為緒論，主要包括研究背景、研究目的及意義、國內(nèi)外研究進(jìn)展、研究思路及方法、研究可行性； 第二部分為城市管理行政執(zhí)法的相關(guān)理論，主要從理論基礎(chǔ)（權(quán)力分立與制衡理論、服務(wù)型政府理論、新公共服務(wù)理論）； 第三部分為準(zhǔn)格爾旗城市管理行政執(zhí)法現(xiàn)狀及存在的問題，，主要包括準(zhǔn)格爾旗城市管理行政執(zhí)法現(xiàn)狀、準(zhǔn)格爾旗城市管理行政執(zhí)法存在的問題，從行政執(zhí)法法制體制建設(shè)不夠完善、城市管理行政執(zhí)法保障不完善、城市管理長(zhǎng)效機(jī)制不完善、城市規(guī)劃不合理便民惠民服務(wù)設(shè)施不完善等方面闡明準(zhǔn)格爾旗城市管理行政執(zhí)法存在問題的原因分析； 第四部分國外內(nèi)城市管理行政執(zhí)法先進(jìn)經(jīng)驗(yàn)（北京、香港城市管理行政執(zhí)法先進(jìn)經(jīng)驗(yàn)、美國城市管理行政執(zhí)法清晰的機(jī)構(gòu)職能劃分、新加坡城市管理行政執(zhí)法法治觀與人本觀的結(jié)合）及其啟示； 第五部分為準(zhǔn)格爾旗城市管理行政執(zhí)法執(zhí)行力提升戰(zhàn)略，主要包括城市管理行政執(zhí)法執(zhí)行力提升總體戰(zhàn)略和具體策略（完善行政執(zhí)法法制體制建設(shè)、完善城市管理行政執(zhí)法保障、完善城市管理長(zhǎng)效機(jī)制、高起點(diǎn)規(guī)劃城市加大便民惠民服務(wù)工程的建設(shè)力度）等方面。 第六部分總論與展望
[Abstract]:In recent years, with the continuous development of social economy and the gradual deepening of reform and opening up, the process of urbanization is speeding up day by day, and the administrative law enforcement of urban management has been paid more and more attention, and great progress has been made at the same time. However, it still has some problems that need to be attached great importance to and need to be solved urgently. In practice, there are still some problems in the administrative law enforcement of urban management, such as the law enforcement system is not standardized, the basis of law enforcement is not sufficient, the quality of law enforcement personnel is relatively poor, and the scope of law enforcement is too broad. Therefore, it has become an urgent task to reform the administrative law enforcement system of urban management, optimize the legal system of urban management, improve the environment of administrative law enforcement of urban management, and innovate the ways of urban management. This paper takes the administrative law enforcement of urban management in Zhungeer Banner as the research object, through the study of the concrete practice of Zhungeer Banner, points out the existing problems, and puts forward the road of promoting and developing the administrative law enforcement of urban management in Zhungeer Banner. This paper mainly includes the following six parts: the first part is the introduction, including the research background, research purpose and significance, research progress at home and abroad, research ideas and methods, research feasibility; The second part is the related theory of urban management administrative law enforcement, mainly from the theoretical basis (separation of powers and checks and balances theory, service-oriented government theory, new public service theory); The third part is the present situation and existing problems of the administrative law enforcement of the urban management of Zhungeer Banner, including the present situation of the administrative law enforcement of the urban management of the Zhungeer Banner, and the existing problems of the administrative law enforcement of the urban management of the Zhungeer Banner. From the point of view that the construction of the legal system of administrative law enforcement is not perfect, the guarantee of administrative law enforcement of urban management is not perfect, and the long-term mechanism of urban management is not perfect. From the aspects of unreasonable urban planning and imperfect service facilities for the benefit of the people, this paper expounds the causes of the problems existing in the administrative law enforcement of urban management in Zhungeer Banner. The fourth part is the advanced experience of urban management administrative law enforcement in foreign countries (Beijing, the advanced experience of urban management administrative law enforcement in Hong Kong, and the clear division of institutional functions of urban management administrative law enforcement in the United States.
