【摘要】：正從對(duì)經(jīng)濟(jì)、效率和效益的追求,到對(duì)結(jié)果的重視,再到對(duì)公平、責(zé)任、民主、透明、法治和回應(yīng)性等價(jià)值內(nèi)容的關(guān)切,政府績(jī)效的內(nèi)涵在公共行政范式的變遷過程中逐步拓展,并呈現(xiàn)出結(jié)構(gòu)化特征。從政府績(jī)效評(píng)估到績(jī)效管理,再到績(jī)效治理的演變過程體現(xiàn)了政府績(jī)效研究范式的轉(zhuǎn)換,也對(duì)政府管理提出了新要求。之所以講政府績(jī)效治理,是因?yàn)?從績(jī)效生產(chǎn)的主體看,政府不再是績(jī)效的唯一生產(chǎn)者,而是包含了公民、市場(chǎng)和非營(yíng)利組織等更加廣泛的多元主體。從績(jī)效的
[Abstract]:From the economy, efficiency and effectiveness of the pursuit, to the attention to the fairness, responsibility, democracy, transparency, rule of law and the response of the value of the content concerned, gradually expand the connotation of government performance changes in the paradigm of public administration process, and presents the structural characteristics. From the government performance evaluation performance management, and then to the evolution of governance performance reflects the conversion of government performance research paradigm, also put forward new requirements to the government management. The reason about government performance management, because from the main performance of production, the government is no longer the only producer of the performance, but contains a citizen, multi subject of market and non profit organization from performance more broadly.
