【摘要】：正近年來,中央高度重視盤活財(cái)政存量資金的問題,三令五申要求各地采取積極有效措施盤活財(cái)政存量資金,切實(shí)提高財(cái)政資金使用效率,充分釋放積極財(cái)政政策的有效作用。按照中央和自治區(qū)的部署和要求,自治區(qū)本級(jí)財(cái)政部門通過完善兩項(xiàng)制度、建立三種機(jī)制、采取四類措施,在盤活財(cái)政存量資金方面做了大量工作,并取得顯著成效。本文對(duì)自治區(qū)本級(jí)盤活財(cái)政存量資金的工作實(shí)踐進(jìn)行了梳理,深入分析了自治區(qū)本級(jí)在盤活財(cái)政存
[Abstract]:In recent years, the central government has attached great importance to the issue of activating the financial stock funds, and has repeatedly ordered all localities to take active and effective measures to activate the financial stock funds, effectively improve the efficiency of the use of financial funds, and fully release the effective role of active fiscal policies. In accordance with the arrangements and requirements of the Central Committee and the autonomous region, the financial departments at the autonomous region level have done a great deal of work and achieved remarkable results by perfecting the two systems, establishing three mechanisms, taking four kinds of measures, and activating the financial stock funds. In this paper, the working practice of activating the financial stock funds at the autonomous region level is combed out, and a thorough analysis is made of the autonomous region's financial reserve at the corresponding level.
