【摘要】：正隨著財(cái)稅體制改革的全面深化,財(cái)政部黨組對(duì)專員辦加強(qiáng)財(cái)政預(yù)算監(jiān)管、嵌入財(cái)政主體業(yè)務(wù)、融入財(cái)政管理大局的職能作用越來越重視。推進(jìn)職能和工作轉(zhuǎn)型是當(dāng)前專員辦工作的首要任務(wù),也是專員辦承前啟后大發(fā)展、發(fā)揮優(yōu)勢(shì)大作為的必由之路�，F(xiàn)階段,如何適應(yīng)新常態(tài)、找準(zhǔn)新目標(biāo)、轉(zhuǎn)變新思路,走好轉(zhuǎn)型這盤大"棋",念好預(yù)算監(jiān)管這本真"經(jīng)",是專員辦面臨的重大課題。對(duì)此我認(rèn)為,需要從專員辦機(jī)構(gòu)的本質(zhì)定
[Abstract]:With the deepening of the reform of the fiscal and taxation system, the party group of the Ministry of Finance attaches more and more importance to the functions of the Commissioner's Office in strengthening the supervision of the financial budget, embedding the business of the financial main body and integrating into the overall situation of the financial management. To promote the function and work transformation is the first task of the current work of the Office of the Commissioner, but also is the only way for the Office of the Commissioner to carry on the great development of the past and the future, and to give play to its advantages and great achievements. At the present stage, how to adapt to the new normal, find new goals, change new ideas, take a good turn of the big "chess", read the budget supervision this true "Jing", is a major issue facing the Office of the Commissioner. In view of this, I believe that the nature of the Office of the Commissioner needs to be determined.
