【摘要】：“一事一議”是隨著我國稅費體制改革而產(chǎn)生的一種為農(nóng)村地區(qū)提供基礎(chǔ)設(shè)施改善的一種公助民辦制度。由于我國長期實行城鄉(xiāng)分割的二元結(jié)構(gòu)體制，在財政資金的分配上重城市輕農(nóng)村，農(nóng)村公益事業(yè)建設(shè)嚴(yán)重滯后于城市公益事業(yè)建設(shè)。而隨著稅費體制的改革，本已薄弱的農(nóng)村集體經(jīng)濟更加緊張，致使近幾年農(nóng)村的基礎(chǔ)設(shè)施建設(shè)基本上處于停滯狀態(tài)，這與整個社會文明程度的提高存在著嚴(yán)重的不協(xié)調(diào)，影響了農(nóng)村地區(qū)的穩(wěn)定。 農(nóng)村公共產(chǎn)品的供給對于農(nóng)民、農(nóng)村、農(nóng)業(yè)具有重要意義�！耙皇乱蛔h”作為一種公共產(chǎn)品的供給制度，可以有效地解決農(nóng)村地區(qū)公共產(chǎn)品供給不足的問題�？h級作為政策的具體執(zhí)行者，其政策執(zhí)行情況是政策成敗的關(guān)鍵。本文在公共產(chǎn)品供給理論和公共政策過程理論的視域下，以L縣一事一議的開展情況為切入點，綜合運用了文獻(xiàn)分析法、案列分析法以及定性分析與重點調(diào)查相結(jié)合的方法，通過分析L縣2011年-2014年的“一事一議”開展情況，總結(jié)歸納了L縣在一事一議開展過程中存在的主要問題，主要表現(xiàn)為政策效果較差、政策過程缺乏管理和監(jiān)督以及其他問題，通過分析問題產(chǎn)生的主要原因，得出提高“一事一議”制度運行效果的一些措施，以充分實現(xiàn)一事一議的政策目標(biāo)，一是保證政策的延續(xù)性，二是明確職能分工，三是加大政策宣傳，，四是加強監(jiān)督管理，五是逐步完善程序，六是積極使用計算機網(wǎng)絡(luò)技術(shù)。
[Abstract]:With the reform of tax and fee system in our country, "one matter one discussion" is a kind of public aid and private run system which provides the improvement of infrastructure for rural areas. Because of the dualistic structure system of urban-rural division in China for a long time, the allocation of financial funds is more important to cities than to rural areas, and the construction of rural public welfare seriously lags behind the construction of urban public welfare. With the reform of the tax and fee system, the rural collective economy, which is already weak, has become more and more tense. As a result, the construction of rural infrastructure in recent years has basically been at a standstill, which is not in harmony with the improvement of the civilization of the whole society. Affected the stability of rural areas. The supply of rural public goods is of great significance to farmers, rural areas and agriculture. As a supply system of public goods, it can effectively solve the problem of insufficient supply of public goods in rural areas. County level as the specific implementation of the policy, its policy implementation is the key to the success of the policy. Based on the theory of public product supply and the theory of public policy process, this paper takes L county as the starting point and uses the methods of literature analysis, case analysis and qualitative analysis combined with key investigation. By analyzing the development of "one event one discussion" in L County from 2011 to 2014, this paper summarizes the main problems existing in the process of "one event one discussion" in L County, which mainly show that the policy effect is poor, the policy process lacks of management and supervision, and other problems. By analyzing the main causes of the problems, some measures to improve the operational effect of the "one matter, one discussion" system are obtained in order to fully realize the policy objectives of "one matter one discussion", one is to ensure the continuity of the policy, the other is to define the division of functions. Third, increase policy publicity, fourth, strengthen supervision and management, fifth, gradually improve procedures, and sixthly, actively use computer network technology.
