【摘要】：多年來(lái),政府項(xiàng)目管理部門(mén)和檢查部門(mén)對(duì)項(xiàng)目信息的處理一直停留在手工和簡(jiǎn)單的計(jì)算機(jī)表格方式上,產(chǎn)生了數(shù)據(jù)口徑不一致、工作效率不高、信息資源不能共享、無(wú)力應(yīng)對(duì)突發(fā)信息需求等問(wèn)題。隨著Internet的普及以及信息技術(shù)和硬件設(shè)備的發(fā)展,沈陽(yáng)市稽察辦迫切需要建立一套能夠?qū)��?xiàng)目前期申報(bào)手續(xù)、實(shí)施過(guò)程中的資金情況、各項(xiàng)制度的落實(shí)、稽察發(fā)現(xiàn)的問(wèn)題和整改成效、竣工驗(yàn)收和運(yùn)行效果等全程信息進(jìn)行管理,并依托該系統(tǒng),建立沈陽(yáng)市重點(diǎn)項(xiàng)目數(shù)據(jù)庫(kù),為政府項(xiàng)目評(píng)估和投資決策提供依據(jù)。沈陽(yáng)市重點(diǎn)項(xiàng)目稽察管理信息系統(tǒng)按照項(xiàng)目稽察的流程和模式,綜合運(yùn)用現(xiàn)代信息管理技術(shù),以項(xiàng)目為中心,形成了項(xiàng)目總覽、項(xiàng)目管理、稽察計(jì)劃管理、稽察項(xiàng)目管理、綜合查詢、即時(shí)提醒、統(tǒng)計(jì)報(bào)表等基本功能,提供了重點(diǎn)項(xiàng)目稽察工作的信息基礎(chǔ)。本系統(tǒng)對(duì)重點(diǎn)項(xiàng)目建立起了全方位的管理,其中包括項(xiàng)目的基本情況、投資情況、項(xiàng)目法人信息、項(xiàng)目手續(xù)信息、項(xiàng)目的背景資料以及項(xiàng)目的招投標(biāo)和監(jiān)理情況等。基于安全性的考慮,整個(gè)系統(tǒng)運(yùn)行于發(fā)改委的內(nèi)部局域網(wǎng),采用瀏覽器/服務(wù)器的三層結(jié)構(gòu),并通過(guò)權(quán)限的配置讓用戶完成信息錄入、信息查看、系統(tǒng)維護(hù)等功能。另外,配合本系統(tǒng)的項(xiàng)目導(dǎo)入導(dǎo)出功能,我們還開(kāi)發(fā)了單機(jī)版的項(xiàng)目提報(bào)系統(tǒng),項(xiàng)目建設(shè)單位可利用提報(bào)系統(tǒng)將項(xiàng)目信息上報(bào)到本系統(tǒng)中,稽察辦可利用項(xiàng)目提報(bào)系統(tǒng)將項(xiàng)目信息帶到現(xiàn)場(chǎng)進(jìn)行稽察并錄入稽察處理結(jié)果。該系統(tǒng)包括項(xiàng)目總覽、項(xiàng)目管理、稽察計(jì)劃管理、稽察項(xiàng)目管理、綜合查詢、即時(shí)提醒、統(tǒng)計(jì)報(bào)表、系統(tǒng)管理、服務(wù)支持共九個(gè)模塊,其業(yè)務(wù)處理流程為:1.項(xiàng)目建設(shè)單位通過(guò)項(xiàng)目提報(bào)系統(tǒng)錄入項(xiàng)目的基本情況、投資情況、項(xiàng)目法人信息、項(xiàng)目手續(xù)信息、項(xiàng)目的背景資料等方面的信息,定時(shí)將項(xiàng)目管理數(shù)據(jù)上報(bào)給相應(yīng)的專(zhuān)業(yè)處室或稽察辦。2.專(zhuān)業(yè)處室或稽察辦審核通過(guò)后,將項(xiàng)目建設(shè)單位上報(bào)的數(shù)據(jù)導(dǎo)入到本系統(tǒng)未提交項(xiàng)目庫(kù)中。3.稽察辦提交項(xiàng)目信息至系統(tǒng)已提交項(xiàng)目庫(kù)中。4.稽察部門(mén)根據(jù)工作計(jì)劃、舉報(bào)或者受?chē)?guó)家、省、市的委托,利用本系統(tǒng)選取或抽取專(zhuān)業(yè)處室提交的項(xiàng)目,制定年度稽察計(jì)劃。5.稽察時(shí),稽察部門(mén)可將項(xiàng)目導(dǎo)出到項(xiàng)目提報(bào)系統(tǒng)中,帶到稽察現(xiàn)場(chǎng),現(xiàn)場(chǎng)錄入稽察結(jié)果,回到單位后,再導(dǎo)入到本系統(tǒng)中。該系統(tǒng)針對(duì)經(jīng)濟(jì)綜合管理部門(mén)和項(xiàng)目稽察部門(mén),結(jié)合投資項(xiàng)目管理和項(xiàng)目稽察監(jiān)管實(shí)務(wù),在辦公自動(dòng)化平臺(tái)上的網(wǎng)絡(luò)環(huán)境下,實(shí)現(xiàn)固定資產(chǎn)投資的宏觀總量的把握和項(xiàng)目微觀層面的掌控,實(shí)現(xiàn)管理手段質(zhì)的飛躍,實(shí)現(xiàn)投資監(jiān)管工作由單一部門(mén)管理向多個(gè)部門(mén)現(xiàn)代化信息管理方式邁進(jìn)。系統(tǒng)的使用,提高了我市項(xiàng)目稽察信息化工作和檔案管理的水平,大大提高了稽察工作效率。

Shenyang Inspection Office urgently needs to set up a set of procedures for the early declaration of the project, the implementation of funds in the implementation process, the implementation of various systems, the problems found by the inspection and the results of rectification. The whole process information such as completion acceptance and operation effect are managed and the database of key projects in Shenyang is established on the basis of the system. Shenyang key project inspection management information system according to the process and mode of project inspection, comprehensive use of modern information management technology, project as the center. Has formed the project overview, the project management, the inspection plan management, the inspection project management, the synthesis inquiry, the prompt reminder, the statistical report and so on basic function. This system has established a comprehensive management of key projects, including the basic situation of the project, investment, project legal person information, project procedures information. Based on the security considerations, the whole system runs in the internal LAN of NDRC, and adopts the three-tier structure of browser / server. And through the configuration of permissions to enable users to complete the information input, information viewing, system maintenance and other functions. In addition, with the system project import and export function, we also developed a stand-alone version of the project report system. The project construction unit can report the project information to the system by using the report system. The inspection office may use the project presentation system to bring the project information to the site for inspection and record the results of the inspection processing. The system includes project overview, project management, inspection plan management, inspection project management, and comprehensive inquiry. Immediate reminder, statistical report, system management, service support a total of nine modules, its business processing process is: 1. The project construction unit through the project report system input project basic information, investment situation. Project legal person information, project procedures information, project background information and other information, regularly report the project management data to the corresponding professional office or inspection office. 2. Professional office or audit office after examination and approval. Import the data reported by the project construction unit into the project library. 3. The inspection office submits the project information to the system has been submitted to the project library .4. the inspection department reports or receives the country according to the work plan. Provincial, municipal commission, using this system to select or extract the project submitted by the professional office, to formulate the annual inspection plan .5.When the inspection, the inspection department can export the project to the project reporting system, to the inspection site. Input the results of the inspection on the spot, return to the unit, and then import into the system. The system is aimed at the economic comprehensive management department and the project inspection department, combined with the investment project management and project inspection supervision practice. In the network environment on the platform of office automation, the macro total amount of fixed asset investment and the control of project micro level can be realized, and the management means can be achieved in a qualitative leap. Realize the investment supervision work from the single department management to the multi-department modernization information management way stride forward. The system use, has raised our city project inspection information work and the file management level. The efficiency of inspection work is greatly improved.
