【摘要】:隨著我國經(jīng)濟(jì)建設(shè)的不斷發(fā)展,工程項(xiàng)目的數(shù)量不斷增加,項(xiàng)目所涉及到的因素也越來越多,其中充滿了越來越多的不確定因素,因?yàn)檫@些不確定因素而帶來的風(fēng)險(xiǎn)會(huì)影響著工程項(xiàng)目的順利進(jìn)行,工程項(xiàng)目風(fēng)險(xiǎn)管理的地位越發(fā)重要。雖然在近些年我國的風(fēng)險(xiǎn)管理理論研究與實(shí)踐都取得了較大的成果,但從風(fēng)險(xiǎn)管理的實(shí)際情況來看,我國的工程項(xiàng)目風(fēng)險(xiǎn)的管理中還存在著很多問題,在風(fēng)險(xiǎn)識(shí)別、分析及評(píng)價(jià)中都不同程度地存在著問題,這也就增加了風(fēng)險(xiǎn)管理的難度。廉租房工程是一項(xiàng)惠民工程,主要由政府來投資解決城鎮(zhèn)貧困居民的住房困難而建設(shè)的保障性質(zhì)的住房。由于廉租房主要由政府來投資,工程的質(zhì)量、進(jìn)度、管理水平等都對(duì)政府的形象有著很大的影響,加強(qiáng)項(xiàng)目的風(fēng)險(xiǎn)管理顯得非常重要。WL項(xiàng)目位于自貢市貢井區(qū)貢井街,自貢市城鄉(xiāng)建設(shè)中的一項(xiàng)廉租房工程,在城市發(fā)展與提高城市居民生活水平方面起到非常重要的作用,是自貢市政府的形象工程。本文以WL房屋建設(shè)工程項(xiàng)目為研究對(duì)象,通過德爾菲法、層次分析法、模糊風(fēng)險(xiǎn)評(píng)價(jià)法等識(shí)別方法,對(duì)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行識(shí)別,并對(duì)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行評(píng)估,理清項(xiàng)目風(fēng)險(xiǎn)等級(jí),并針對(duì)風(fēng)險(xiǎn)的情況制定出風(fēng)險(xiǎn)管理的相關(guān)策略:第一,提高風(fēng)險(xiǎn)管理意識(shí);第二,優(yōu)化風(fēng)險(xiǎn)管理的技術(shù)與方法;第三,注重應(yīng)急管理,重視風(fēng)險(xiǎn)控制;第四,培養(yǎng)高素質(zhì)的風(fēng)險(xiǎn)管理隊(duì)伍;第五,注重監(jiān)督工作,加大執(zhí)法的力度。
[Abstract]:With the continuous development of economic construction in China, the number of engineering projects is increasing, the project involved more and more factors, which are full of more and more uncertain factors. The risks associated with these uncertainties will affect the smooth progress of the project. The status of project risk management is becoming more and more important. Although the theory and practice of risk management have made great achievements in recent years, but from the actual situation of risk management. There are still many problems in the risk management of engineering projects in our country. In the risk identification, analysis and evaluation, there are many problems in varying degrees. This also increases the difficulty of risk management. The low-rent housing project is a benefit to the people. Mainly by the government to invest to solve the housing difficulties of poor urban residents and build a secure housing. Because low-rent housing is mainly invested by the government, the quality of the project, progress. Management level has a great impact on the image of the government, strengthening the project risk management is very important. WL project is located in Gongjing Street, Zigong City, Zigong City in urban and rural construction of a low-rent housing project. It plays a very important role in urban development and improving the living standard of urban residents. It is the image project of Zigong city government. This paper takes the WL housing construction project as the research object through Delphi method. AHP, fuzzy risk assessment and other identification methods, identify the risk of the project, and assess the risk of the project, clear the project risk levels. And according to the situation of risk to develop the risk management strategy: first, improve the awareness of risk management; Second, optimize the technology and method of risk management; Third, pay attention to emergency management and risk control; 4th, cultivate high-quality risk management team; 5th, pay attention to the work of supervision, increase the strength of law enforcement.
