【摘要】：中國海事局是中國海上交通業(yè)務(wù)主管部門,它依據(jù)《海交法》、《海環(huán)法》等國家法律、法規(guī)、規(guī)章以及中國簽署的有關(guān)國際公約,負責(zé)中國沿海海域、航道、碼頭和沿海各地市的內(nèi)河水域的水上安全監(jiān)管工作、防污染工作、水上險情搜救協(xié)調(diào)和航海通信管理的各項安全監(jiān)管、應(yīng)急和保障工作。海巡艦艇是海事局履行各項職責(zé)的重要裝備,直接體現(xiàn)海事部門監(jiān)管力量、搜救力量和應(yīng)急反應(yīng)力量的強弱。大力加強海事艦艇裝備水平建設(shè),在保證艦艇建造質(zhì)量的前提下,運用項目管理知識,做好現(xiàn)場監(jiān)造工作,縮短艦艇建造周期,使海巡艦艇早日列編并投入使用,對提高海事局執(zhí)法能力有重大意義。本文首先總結(jié)國內(nèi)外關(guān)于項目進度控制的研究概況,并對現(xiàn)有進度控制的理論進行了論述和分析,最終選擇甘特圖分析法應(yīng)用到艦艇建造項目的進度控制中;以本人參與監(jiān)造的山東海事局某40米級海巡艦艇項目為研究對象,闡述了船舶建造的主要流程和關(guān)鍵節(jié)點,總結(jié)前期項目進度管理過程中存在的問題并分析產(chǎn)生的原因。按照項目進度進化的編制步驟,基于中間產(chǎn)品導(dǎo)向理論并進行了項目的目的闡述,對艦艇建造項目進行wbs分解、預(yù)估各工序需要時間、理清各工序之間的邏輯關(guān)系,并最終編制項目進度計劃并利用Project軟件繪制甘特圖;基于進度控制的理論和方法,對項目的實際進度情況進行跟蹤檢查和糾偏;之后利用層次分析法對影響進度的內(nèi)部外部因素進行計算分析,找出影響進度計劃實施的關(guān)鍵因素;最后從項目監(jiān)造方的角度提出了后續(xù)項目進度控制的保障措施。本論文的研究成果在后續(xù)40米級艦艇建造項目進度控制中有借鑒作用。
[Abstract]:The China Maritime Safety Administration is the competent department of maritime traffic in China. It is responsible for the coastal waters and waterways of China in accordance with the relevant national laws, regulations, rules and regulations, and the relevant international conventions signed by China, such as the Maritime Traffic Law, the Sea Environment Law, and other national laws, regulations and rules. Supervision and control of water safety in inland river waters of wharfs and coastal cities, prevention of pollution, coordination of search and rescue on waterborne hazards, and various safety supervision and control of navigation and communications management. Maritime patrol ship is an important equipment for maritime affairs bureau to perform all kinds of duties, which directly reflects the supervision power of maritime department. The strength of the search and rescue forces and the emergency response forces. We should make great efforts to strengthen the construction of maritime vessels' equipment level and, on the premise of ensuring the construction quality of the ships, make use of the knowledge of project management to do a good job in the field supervision work. It is of great significance to shorten the period of warship construction and make the naval patrol ship to be listed and put into use at an early date, which is of great significance to improve the law enforcement capability of the Bureau of Maritime Affairs. Firstly, this paper summarizes the general situation of research on project schedule control at home and abroad. The existing theory of schedule control is discussed and analyzed. Finally, Gantt chart analysis method is applied to the progress control of warship construction project. Taking a 40-meter marine patrol ship project of Shandong Maritime Safety Bureau as the research object, this paper expounds the main process and key nodes of ship construction. Summarize the problems existing in the process of project schedule management and analyze the causes. According to the compilation steps of project schedule evolution, based on the intermediate product-oriented theory and the purpose of the project is expounded. The warship construction project is decomposed by wbs, the time is estimated, the logical relationship between the processes is clarified, and the project schedule is drawn up and the Gantt diagram is drawn up by Project software. Based on the theory and method of progress control, track and check the actual progress of the project and correct the deviation; Then the internal and external factors affecting the progress are calculated and analyzed by AHP to find out the key factors that affect the implementation of the progress plan. Finally, from the point of view of the project supervisor, the paper puts forward the guarantee measures of the follow-up project progress control. The research results of this paper can be used for reference in the subsequent 40-meter warship construction project progress control.
