世行貸款節(jié)水灌溉項(xiàng)目監(jiān)測(cè)和評(píng)價(jià)技術(shù)方法研究

【摘要】:發(fā)展現(xiàn)代農(nóng)業(yè)和增加農(nóng)民收入已成為全面建設(shè)小康社會(huì)的重大任務(wù)。世行貸款節(jié)水灌溉項(xiàng)目的實(shí)施,不僅使項(xiàng)目區(qū)節(jié)水、增產(chǎn),其先進(jìn)的設(shè)計(jì)理念、高效的節(jié)水措施和良好的實(shí)施效果,對(duì)農(nóng)業(yè)節(jié)水發(fā)揮示范作用,技術(shù)的擴(kuò)散和人員素質(zhì)的提高對(duì)農(nóng)業(yè)節(jié)水事業(yè)意義重大。本文針對(duì)山西世行貸款節(jié)水灌溉項(xiàng)目的實(shí)施進(jìn)行監(jiān)測(cè)評(píng)價(jià)技術(shù)方法研究。 項(xiàng)目監(jiān)測(cè)評(píng)價(jià)既是現(xiàn)代項(xiàng)目管理的重要組成部分,又是一項(xiàng)重要的管理型節(jié)水措施。節(jié)水灌溉能否實(shí)現(xiàn)最終目標(biāo),除了決定于其自身?xiàng)l件和外部環(huán)境以及確定的目標(biāo)是否客觀、合理地反映項(xiàng)目可能取得的預(yù)期目標(biāo)外,在很大程度上還取決于節(jié)水灌溉項(xiàng)目實(shí)施過(guò)程的科學(xué)性和對(duì)環(huán)境影響的適應(yīng)能力,項(xiàng)目監(jiān)測(cè)評(píng)價(jià)旨在對(duì)項(xiàng)目存在的問(wèn)題提出解決方案,糾正工程偏差,保證項(xiàng)目有序進(jìn)行,因此開展監(jiān)測(cè)評(píng)價(jià)工作顯得越來(lái)越重要。 基于以上認(rèn)識(shí),本研究的主要內(nèi)容為:1)首先通過(guò)對(duì)世行貸款節(jié)水灌溉二期工程項(xiàng)目進(jìn)行描述,總結(jié)節(jié)水灌溉工程-農(nóng)業(yè)-管理-監(jiān)測(cè)綜合節(jié)水措施模式進(jìn)展與發(fā)展方向,研究各種指標(biāo)的監(jiān)測(cè)方法,并構(gòu)建世行貸款基于ET控制與管理的節(jié)水灌溉項(xiàng)目監(jiān)測(cè)評(píng)價(jià)體系;2)將節(jié)水增收效果數(shù)字化,,研究探討工程-農(nóng)業(yè)-管理-監(jiān)測(cè)綜合節(jié)水措施模式下節(jié)水灌溉真實(shí)節(jié)水和農(nóng)業(yè)增收的新思路,總結(jié)農(nóng)業(yè)水分生產(chǎn)率和ET計(jì)算方法;3)根據(jù)農(nóng)業(yè)節(jié)水項(xiàng)目建設(shè)內(nèi)容,采用層次分析法建立世行貸款節(jié)水灌溉項(xiàng)目指標(biāo)體系并計(jì)算各指標(biāo)權(quán)重,單項(xiàng)評(píng)價(jià)各個(gè)指標(biāo)及利用四元聯(lián)系數(shù)集對(duì)分析數(shù)學(xué)模型對(duì)項(xiàng)目進(jìn)行綜合評(píng)價(jià),同時(shí)分析世行貸款節(jié)水灌溉項(xiàng)目在建設(shè)過(guò)程中存在的問(wèn)題及未來(lái)發(fā)展方向。 世行貸款基于ET控制與管理的節(jié)水灌溉監(jiān)測(cè)評(píng)價(jià)體系研究是世行貸款項(xiàng)目的特有安排,在國(guó)內(nèi)沒(méi)有現(xiàn)成的經(jīng)驗(yàn)可循,本研究旨在通過(guò)對(duì)山西省世行貸款節(jié)水灌溉二期工程項(xiàng)目監(jiān)測(cè)評(píng)價(jià)體系的研究,以期為后續(xù)的農(nóng)業(yè)綜合開發(fā)項(xiàng)目建設(shè)及項(xiàng)目管理提供參考,并對(duì)利用世行貸款在其他行業(yè)的應(yīng)用等起到規(guī)范作用。 對(duì)于進(jìn)一步完善農(nóng)業(yè)節(jié)水灌溉項(xiàng)目評(píng)價(jià)指標(biāo)體系和優(yōu)化綜合評(píng)價(jià)數(shù)學(xué)模型,是下一步研究的方向。
[Abstract]:Developing modern agriculture and increasing farmers' income has become a major task in building a well-off society in an all-round way. The implementation of the World Bank loan water-saving irrigation project not only makes the project area save water, increase production, but also has advanced design concepts. Efficient water-saving measures and good implementation effects play an exemplary role in agricultural water-saving, The diffusion of technology and the improvement of personnel quality are of great significance to the agricultural water-saving project. This paper studies the monitoring and evaluation techniques for the implementation of the water-saving irrigation project financed by the World Bank in Shanxi Province. Project monitoring and evaluation is not only an important part of modern project management, but also an important management water-saving measure. In addition to being determined by their own conditions and external circumstances, as well as whether the defined objectives are objective and reasonably reflect the expected objectives that the project may achieve, To a large extent, it also depends on the scientific nature of the implementation process of water-saving irrigation projects and their adaptability to environmental impact. The purpose of project monitoring and evaluation is to put forward solutions to the problems existing in the projects, correct engineering deviations, and ensure that the projects are carried out in an orderly manner. Therefore, it is more and more important to carry out the work of monitoring and evaluation. Based on the above understanding, the main content of this study is: (1) firstly, through describing the second phase project of water-saving irrigation project with World Bank loan, the paper summarizes the progress and development direction of water-saving irrigation project-agriculture-management-monitoring comprehensive water-saving measure mode. This paper studies the monitoring methods of various indexes, and constructs a monitoring and evaluation system for water-saving irrigation projects based on et control and management in the World Bank loan. This paper studies and discusses the new ideas of real water saving and increasing agricultural income of water-saving irrigation under the mode of comprehensive water-saving measures of engineering, agriculture, management and monitoring, and summarizes the agricultural water productivity and the calculation method of et (3) according to the construction contents of agricultural water-saving projects, The index system of the World Bank loan water-saving irrigation project is established by using the analytic hierarchy process (AHP) and the weight of each index is calculated. Each index is evaluated by single item and the analytical mathematical model is used to evaluate the project synthetically. At the same time, the problems existing in the construction process of the World Bank loan water-saving irrigation project and the future development direction are analyzed. The research on the monitoring and evaluation system of water-saving irrigation based on et control and management is a special arrangement of World Bank loan projects, and there is no ready-made experience to follow in China. The purpose of this study is to study the monitoring and evaluation system of water saving irrigation project in the second phase of the World Bank loan project in Shanxi Province, in order to provide a reference for the construction and management of the agricultural comprehensive development project. And the use of World Bank loans in other industries and other applications to play a normative role. Further improvement of the evaluation index system of agricultural water-saving irrigation project and optimization of comprehensive evaluation mathematical model are the next research direction.
