高等職業(yè)院校內(nèi)部管理的行政化與去行政化問(wèn)題研究

【摘要】:近年來(lái),高等學(xué)校的“去行政化”問(wèn)題,成為了輿論關(guān)注和熱議的焦點(diǎn),我國(guó)許多高等職業(yè)院校也紛紛認(rèn)識(shí)到,高等職業(yè)教育“行政化”存在著許多弊端,它嚴(yán)重侵蝕了作為教育機(jī)構(gòu)的學(xué)校原本所應(yīng)該被賦予的“學(xué)術(shù)自由、大學(xué)自治、教授治學(xué)”的大學(xué)精神,違背了學(xué)術(shù)機(jī)構(gòu)的發(fā)展規(guī)律,使學(xué)校最終喪失了辦學(xué)自主權(quán),從而影響了創(chuàng)新型人才的培養(yǎng)。簡(jiǎn)而言之,日益嚴(yán)重的“行政化”問(wèn)題現(xiàn)已成為嚴(yán)重制約我國(guó)高職教育內(nèi)涵建設(shè)和人才培養(yǎng)的桎梏,高等職業(yè)院校的“去行政化”成為大勢(shì)所趨。因此,研究高等職業(yè)院校內(nèi)部管理的“行政化”與去“行政化”問(wèn)題,分析其表現(xiàn)形態(tài),深入研究其產(chǎn)生的深層次原因并提出相應(yīng)的解決措施,是當(dāng)前提高我國(guó)高等職業(yè)院校教育教學(xué)質(zhì)量,促進(jìn)我國(guó)高職教育持續(xù)健康發(fā)展的重要舉措。 本論文以我國(guó)高等職業(yè)院校內(nèi)部管理過(guò)程中暴露出的“行政化”問(wèn)題為研究對(duì)象,通過(guò)文獻(xiàn)分析、問(wèn)卷調(diào)查、文本和案例分析等多種研究方法對(duì)當(dāng)前高等職業(yè)院校的管理現(xiàn)狀進(jìn)行了客觀地分析,從而有針對(duì)性的得出當(dāng)前高等職業(yè)院校內(nèi)部管理中普遍存在著泛“行政化”現(xiàn)象的結(jié)論;通過(guò)對(duì)該問(wèn)題當(dāng)前現(xiàn)狀的系統(tǒng)梳理,從學(xué)校多個(gè)微觀層面分析由泛“行政化”導(dǎo)致的當(dāng)前高等職業(yè)院校管理過(guò)程中普遍存在的問(wèn)題,并結(jié)合現(xiàn)代大學(xué)制度基本理論、管理學(xué)中的“第三部門(mén)”理論系統(tǒng)分析了我國(guó)高等職業(yè)院校管理“行政化”產(chǎn)生的深層次原因;闡述了發(fā)達(dá)國(guó)家高等職業(yè)教育管理的先進(jìn)經(jīng)驗(yàn)并在此基礎(chǔ)上提出了相應(yīng)的解決策略。 筆者認(rèn)為:我國(guó)高等職業(yè)院校必須通過(guò)積極營(yíng)造學(xué)術(shù)至上的校園文化氛圍、正確處理高等職業(yè)院校內(nèi)部行政權(quán)力與學(xué)術(shù)權(quán)力二者的關(guān)系、同時(shí)積極穩(wěn)妥地推進(jìn)高等職業(yè)院校內(nèi)部管理體制改革并將建立現(xiàn)代學(xué)校制度作為當(dāng)前改革的總目標(biāo)等途徑才能最終解決內(nèi)部管理過(guò)程中的“行政化”問(wèn)題,從而提高高等職業(yè)院校的教學(xué)科研能力,最終形成“校長(zhǎng)治校、教授治學(xué)、學(xué)術(shù)自由”的現(xiàn)代大學(xué)制度,增強(qiáng)高等職業(yè)教育的核心競(jìng)爭(zhēng)力。
[Abstract]:In recent years, the issue of "deadministration" in colleges and universities has become the focus of public opinion and heated discussion. Many vocational colleges and universities in our country have also realized that there are many disadvantages in the "administrative" of higher vocational education. It has seriously eroded the university spirit of "academic freedom, university autonomy, and teaching and scholarship" which should have been given to schools as educational institutions, violated the law of the development of academic institutions, and eventually deprived schools of their autonomy in running schools. Thus, it affects the cultivation of innovative talents. In short, the increasingly serious problem of "administration" has become a shackle that seriously restricts the connotation construction of higher vocational education and the cultivation of talents in our country, and the "de-administration" of higher vocational colleges has become the trend of the times. Therefore, this paper studies the problems of "administration" and "de-administration" in the internal management of higher vocational colleges, analyzes their forms of expression, deeply studies the deep-seated causes of their emergence, and puts forward corresponding measures to solve them. It is an important measure to improve the quality of education and teaching in higher vocational colleges and to promote the sustainable and healthy development of higher vocational education in our country. This thesis takes the "administrative" problems exposed in the course of internal management of higher vocational colleges in China as the research object, through the literature analysis, the questionnaire survey, The text and case analysis and other research methods have carried on the objective analysis to the present higher vocational college's management present situation, thus has the pertinence to draw the conclusion that there is the universal "administrative" phenomenon in the current higher vocational college's internal management; Through the systematical analysis of the current situation of this problem, this paper analyzes the common problems in the management process of the current higher vocational colleges caused by the pan-administration from the microcosmic level of the school, and combines with the basic theory of the modern university system. The theory of "the third sector" in management systematically analyzes the deep-seated reasons for the "administration" of the management of higher vocational colleges and universities in China. This paper expounds the advanced experience of higher vocational education management in developed countries and puts forward corresponding solutions. The author holds that our higher vocational colleges must correctly handle the relationship between the administrative power and academic power in higher vocational colleges by actively creating the campus culture atmosphere of academic supremacy. At the same time, we should actively and steadily promote the reform of the internal management system of higher vocational colleges and take the establishment of modern school system as the general goal of the current reform so as to finally solve the "administrative" problem in the process of internal management. In order to improve the ability of teaching and scientific research in higher vocational colleges and universities, the modern university system of "president administration, teaching and academic freedom" will be formed, and the core competitiveness of higher vocational education will be strengthened.
