【摘要】：正近日,北京公布了《北京市"十三五"時(shí)期人力資源和社會(huì)保障發(fā)展規(guī)劃》,其中明確,要強(qiáng)化公務(wù)員平時(shí)考核。記者梳理發(fā)現(xiàn),今年以來(lái),除北京外,浙江等地也出臺(tái)類(lèi)似文件對(duì)公務(wù)員的平時(shí)考核進(jìn)行規(guī)范。(據(jù)2016年7月13日中國(guó)網(wǎng))長(zhǎng)期以來(lái),各地黨政機(jī)關(guān)以年度考核的方式評(píng)價(jià)公務(wù)員的工作,暴露出種種弊端。"平時(shí)不記賬,年底糊涂賬",這樣的考核失去了應(yīng)有的精確度和權(quán)威性,助長(zhǎng)了公務(wù)員稀里糊涂混
