軍隊(duì)轉(zhuǎn)業(yè)干部安置模式研究

【摘要】:本文主要以轉(zhuǎn)業(yè)干部安置模式為研究重點(diǎn),并以深圳市的轉(zhuǎn)業(yè)安置工作為研究對(duì)象。闡述深圳市現(xiàn)有軍轉(zhuǎn)安置工作概況,存在問題,并運(yùn)用公共管理方面的理論工具,包括公共負(fù)擔(dān)平等理論和人力資源理論,開展分析研究,力求找到更適合當(dāng)前深圳市乃至全國部隊(duì)干部轉(zhuǎn)業(yè)安置的新思路。全文分為五個(gè)章節(jié)。第一章為緒論,介紹選題的背景,研究方法等。在部隊(duì)規(guī)模結(jié)構(gòu)和力量編成改革實(shí)質(zhì)性實(shí)施和裁軍30萬的影響下,將有大量部隊(duì)干部轉(zhuǎn)業(yè)到地方工作,而軍轉(zhuǎn)干部安置工作是穩(wěn)定軍心的重要環(huán)節(jié),本文正是基于此背景展開。在公共管理方面的理論工具支撐下,運(yùn)用比較分析法,訪談、問卷等手段進(jìn)行研究;第二章為深圳市軍轉(zhuǎn)干部安置模式的演變過程。主要?dú)w納轉(zhuǎn)業(yè)干部安置的歷史,分國家和深圳市兩個(gè)層面。其中我國軍轉(zhuǎn)干部安置模式演變歷程分為三個(gè)階段,即創(chuàng)立與發(fā)展階段、間斷與恢復(fù)階段、完善與創(chuàng)新階段;深圳市軍轉(zhuǎn)干部安置模式演變歷程分為兩個(gè)時(shí)期,即初步發(fā)展時(shí)期和完善創(chuàng)新時(shí)期。另外分別介紹了現(xiàn)有深圳市計(jì)劃分配和自主擇業(yè)兩種軍轉(zhuǎn)安置模式和實(shí)施流程;第三章為深圳市軍轉(zhuǎn)干部安置現(xiàn)狀及原因分析。通過查閱文件資料,問卷調(diào)查及訪談等手段,發(fā)現(xiàn)深圳市目前軍轉(zhuǎn)干部安置中存在四個(gè)方面問題:一是軍轉(zhuǎn)干部安置過程中有傾向性矛盾;二是現(xiàn)有安置政策與地方體系改革存在矛盾;三是安置方向與軍轉(zhuǎn)資源優(yōu)化分配有矛盾;四是安置現(xiàn)狀與轉(zhuǎn)業(yè)干部擇業(yè)預(yù)期差距大,并針對(duì)發(fā)現(xiàn)的矛盾,給出分析結(jié)論;第四章介紹了國外部分國家的轉(zhuǎn)業(yè)安置經(jīng)驗(yàn)以及給我國的啟示,涉及美國、俄羅斯、印度這三個(gè)發(fā)達(dá)及發(fā)展中國家;第五章針對(duì)目前深圳市轉(zhuǎn)業(yè)干部安置工作中反映的問題,在借鑒國外經(jīng)驗(yàn)的基礎(chǔ)上,提出解決問題的方法建議,優(yōu)化轉(zhuǎn)業(yè)干部安置模式。包括五個(gè)方面的建議內(nèi)容:一是建立軍轉(zhuǎn)干部安置的法律保障體系;二是完善深圳市安置保障的組織結(jié)構(gòu);三是增強(qiáng)深圳市轉(zhuǎn)業(yè)干部安置培訓(xùn)的軍地協(xié)同機(jī)制;四是重點(diǎn)完善自主擇業(yè)有關(guān)制度;五是依據(jù)深圳市各區(qū)特點(diǎn)進(jìn)行有區(qū)別安置。
[Abstract]:This paper mainly focuses on the resettlement model of transferred cadres, and takes Shenzhen as the research object. This paper expounds the general situation and existing problems of the present military transfer and resettlement work in Shenzhen, and carries out an analysis and study by using the theoretical tools of public administration, including the theory of equal public burden and the theory of human resources. Strive to find a more suitable for the current Shenzhen and even the national army cadres transfer to new ideas. The full text is divided into five chapters. The first chapter is the introduction, introduces the background of the topic, research methods and so on. Under the influence of the substantial implementation of the reform of the size structure of the army and the strength formation and disarmament 300000, a large number of army cadres will be transferred to local work, and the resettlement of the military transition cadres is an important link to stabilize the military mind. This paper is based on this background. Under the support of the theoretical tools of public management, this paper uses comparative analysis, interviews, questionnaires and other means to study; the second chapter is the evolution process of the resettlement model of the military cadres in Shenzhen. Mainly summed up the history of the transfer of cadres, divided into the state and Shenzhen two levels. There are three stages in the evolution of the resettlement model of military cadres in China, namely, the stage of establishment and development, the stage of discontinuity and restoration, the stage of perfection and innovation. The evolvement course of Shenzhen military transition cadre placement mode is divided into two periods, namely the initial development period and the perfect innovation period. In addition, the author introduces two kinds of resettlement modes and implementation process of planning allocation and self-employment selection in Shenzhen City respectively. Chapter three analyzes the present situation and reasons of resettlement of military transfer cadres in Shenzhen. By consulting documents, questionnaires and interviews, it is found that there are four problems in the resettlement of military cadres in Shenzhen: firstly, there are some contradictions in the process of resettlement; Second, there are contradictions between the existing resettlement policy and the reform of the local system; third, there are contradictions between the resettlement direction and the optimal allocation of the military transformation resources; fourth, there is a big gap between the present resettlement situation and the prospective employment selection of the transferred cadres, and an analytical conclusion is given in the light of the contradictions found. The fourth chapter introduces the experience of some foreign countries and the enlightenment to our country, including the United States, Russia and India, which are three developed and developing countries. In the fifth chapter, according to the problems reflected in the resettlement of transferred cadres in Shenzhen City, based on the experience of foreign countries, the author puts forward some suggestions on how to solve the problems and optimizes the resettlement mode of the transferred cadres. It includes five aspects of suggestions: first, to establish a legal guarantee system for the resettlement of military cadres; second, to improve the organizational structure of resettlement and security in Shenzhen; third, to strengthen the cooperative mechanism between the army and the local authorities in the resettlement and training of demobilized cadres in Shenzhen; Fourth, focus on the improvement of independent employment system; fifth, according to the characteristics of Shenzhen District for different resettlement.
