【摘要】:2005年以來(lái),一系列新區(qū)、綜合配套改革試驗(yàn)區(qū)和經(jīng)濟(jì)規(guī)劃區(qū)獲得國(guó)務(wù)院批復(fù),并有數(shù)十個(gè)“區(qū)域發(fā)展規(guī)劃”上升為“國(guó)家戰(zhàn)略”,這些規(guī)劃區(qū)遍及中國(guó)的絕大多數(shù)省份,使得當(dāng)今中國(guó)經(jīng)濟(jì)整體空間版圖呈現(xiàn)出由系列“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”分割支撐的格局。每個(gè)“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”都制定了令人憧憬的美好遠(yuǎn)景和藍(lán)圖,而最終真正推動(dòng)如此龐大系列“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”建設(shè)與發(fā)展的戰(zhàn)略主體,還是作為經(jīng)濟(jì)發(fā)展基礎(chǔ)的企業(yè)和產(chǎn)業(yè)。沒(méi)有大規(guī)模企業(yè)的扎根并持續(xù)成長(zhǎng),就沒(méi)有區(qū)域產(chǎn)業(yè)價(jià)值鏈或價(jià)值模塊的培育、發(fā)展與壯大,則系列“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”的建設(shè),將停留在《區(qū)域發(fā)展規(guī)劃》報(bào)告的紙面上。全球價(jià)值網(wǎng)絡(luò)下區(qū)域經(jīng)濟(jì)繁榮的一個(gè)共同規(guī)律就是形成強(qiáng)有力的區(qū)域“垂直專業(yè)化引力”,即:在全球價(jià)值網(wǎng)絡(luò)下,在不同國(guó)家或地區(qū)的企業(yè)在全球?qū)ふ摇暗攸c(diǎn)”進(jìn)行動(dòng)態(tài)最優(yōu)資源布局和配置的趨勢(shì)下,一國(guó)或區(qū)域不斷創(chuàng)造出形成企業(yè)強(qiáng)大競(jìng)爭(zhēng)優(yōu)勢(shì)的驅(qū)動(dòng)要素,從而使其不斷有資格成為一系列高級(jí)化產(chǎn)業(yè)價(jià)值模塊扎根的根據(jù)地,是一國(guó)或區(qū)域經(jīng)濟(jì)持續(xù)發(fā)展的關(guān)鍵。從這一意義而言,各“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”必須不斷創(chuàng)造出與其發(fā)展定位相匹配、并能形成企業(yè)強(qiáng)大競(jìng)爭(zhēng)優(yōu)勢(shì)的區(qū)位要素,以驅(qū)動(dòng)“中國(guó)本土企業(yè)”和“外國(guó)跨國(guó)公司”的價(jià)值鏈向其延伸與對(duì)接。為把握全國(guó)數(shù)十個(gè)國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)的區(qū)域特征和建設(shè)情況,幫助其避免“低端化與同質(zhì)化發(fā)展”,本文基于“企業(yè)+產(chǎn)業(yè)價(jià)值模塊(研發(fā)、制造、營(yíng)銷)”二維視角,對(duì)各國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)2013年吸引價(jià)值模塊“扎根”的“地點(diǎn)垂直專業(yè)化引力”的大小與方向進(jìn)行量化指數(shù)化研究,并在此基礎(chǔ)上構(gòu)建出全面科學(xué)的“垂直專業(yè)化引力指數(shù)”評(píng)價(jià)指標(biāo)體系,以幫助國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)明確需系統(tǒng)而重點(diǎn)培育與發(fā)展的區(qū)位要素。進(jìn)一步,根據(jù)“模塊化”先分而后集成的思想,以及全球價(jià)值網(wǎng)中價(jià)值創(chuàng)造的“新木桶”原理,在單個(gè)“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)”構(gòu)建“點(diǎn)”的競(jìng)爭(zhēng)優(yōu)勢(shì)基礎(chǔ)上,需要從系統(tǒng)整體的角度整合現(xiàn)有國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū),使之相互之間形成具有價(jià)值創(chuàng)造的協(xié)同關(guān)系,從而打造形成具有“1+12”價(jià)值創(chuàng)造協(xié)同效應(yīng)的“國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)價(jià)值網(wǎng)絡(luò)”,構(gòu)造出經(jīng)濟(jì)規(guī)劃區(qū)“面”的整體協(xié)同競(jìng)爭(zhēng)優(yōu)勢(shì)。本文基于“企業(yè)競(jìng)合關(guān)系+產(chǎn)業(yè)價(jià)值模塊+地點(diǎn)資源稟賦+政府網(wǎng)絡(luò)治理”的四維視角,對(duì)國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)間價(jià)值創(chuàng)造的“模塊化協(xié)同結(jié)網(wǎng)”機(jī)理進(jìn)行深入研究,在理論上拓展出“區(qū)域經(jīng)濟(jì)模塊化網(wǎng)絡(luò)組織”新的研究領(lǐng)域,為區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展戰(zhàn)略研究增加“模塊化協(xié)同”的新思路。本文主要分為四個(gè)部分,第一部分為緒論,是本文的第一章,主要論述文章的選題背景與意義、文獻(xiàn)綜述、研究方法、研究思路與框架、主要?jiǎng)?chuàng)新與不足之處。第二部分為本文的主體部分,主要解決各國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)的“垂直專業(yè)化引力”量化指數(shù)化問(wèn)題,包括文章的第二、第三、第四、第五、第六章。第二章從企業(yè)的區(qū)位選擇理論出發(fā),分析企業(yè)選擇投資區(qū)位的影響因素,并在此基礎(chǔ)上構(gòu)建出評(píng)價(jià)國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)研發(fā)、制造和營(yíng)銷價(jià)值模塊“垂直專業(yè)化引力指數(shù)”的指標(biāo)體系;而后確定本文的研究樣本和模型構(gòu)建方法,并對(duì)數(shù)據(jù)的收集和處理過(guò)程進(jìn)行介紹。第三、第四和第五章的邏輯思路和展開(kāi)結(jié)構(gòu)是相同的,在查找各項(xiàng)指標(biāo)變量的基礎(chǔ)上通過(guò)因子分析模型計(jì)算出經(jīng)濟(jì)規(guī)劃區(qū)在研發(fā)、制造和營(yíng)銷價(jià)值模塊的“垂直專業(yè)化引力指數(shù)”,并以每個(gè)價(jià)值模塊的引力指數(shù)為基礎(chǔ)進(jìn)行聚類分析,從而更科學(xué)地把握各經(jīng)濟(jì)規(guī)劃區(qū)特征的戰(zhàn)略共性和差異分布。第六章在第三、四、五章計(jì)算出各價(jià)值模塊“垂直專業(yè)化引力指數(shù)”的基礎(chǔ)上,結(jié)合國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)的戰(zhàn)略定位和產(chǎn)業(yè)遠(yuǎn)景對(duì)各區(qū)域的綜合引力情況進(jìn)行深入比較分析,通過(guò)比較,可以看出各規(guī)劃區(qū)現(xiàn)實(shí)狀況與戰(zhàn)略定位的差距,從而明確需要重點(diǎn)培育的區(qū)位要素;此外,通過(guò)以三項(xiàng)引力得分為變量進(jìn)行聚類分析,從整體上可以看出各規(guī)劃區(qū)產(chǎn)業(yè)引力的分布特征和所屬層級(jí),從而深化對(duì)規(guī)劃區(qū)整體引力狀態(tài)的認(rèn)識(shí)。第七章是本文的第三部分,主要研究國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)的模塊化協(xié)同結(jié)網(wǎng)機(jī)理,開(kāi)拓出區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展戰(zhàn)略“模塊化協(xié)同”的新的研究領(lǐng)域。本章首先分析了“模塊化”理論的演化路徑和我國(guó)區(qū)域經(jīng)濟(jì)分工與合作的歷史變遷,并在此基礎(chǔ)上提出區(qū)域經(jīng)濟(jì)模塊化協(xié)同發(fā)展的理論視角;而后,基于“企業(yè)競(jìng)合關(guān)系+產(chǎn)業(yè)價(jià)值模塊+地點(diǎn)資源稟賦+政府網(wǎng)絡(luò)治理”的四維視角,對(duì)國(guó)家戰(zhàn)略經(jīng)濟(jì)規(guī)劃區(qū)間價(jià)值創(chuàng)造的“模塊化協(xié)同結(jié)網(wǎng)”機(jī)理進(jìn)行深入研究。第四部分為結(jié)論與展望部分,對(duì)文章的內(nèi)容和主旨進(jìn)行總結(jié)性分析并提出相關(guān)政策建議和下一步工作的展望。
[Abstract]:Since 2005, a series of new areas, comprehensive supporting reform test areas and economic planning areas have been approved by the State Council, and several ten "regional development plans" have risen to "national strategy". These planning areas are all over the vast majority of provinces in China, making the overall spatial layout of China's economy present a series of "national strategic economic regulations." Each "national strategic economic planning area" has made a beautiful vision and blueprint for each "national strategic and economic planning area", and the strategic subject of the construction and development of such a large series of "national strategic economic planning zones", or the enterprises and industries as the basis of economic development. As the roots continue to grow, there is no cultivation, development and expansion of regional industrial value chains or value modules. The construction of a series of "national strategic economic planning zones" will stay on the paper of the regional development planning report. A common rule of regional economic prosperity under global value network is to form a strong regional "vertical specialty". In the global value network, under the global value network, enterprises in different countries or regions seek the dynamic optimal resource layout and configuration in the global search for "location". One country or region constantly creates the driving factors to form the strong competitive advantage of the enterprise, so that it is not qualified to become a series of advanced industrial value models. In this sense, each "national strategic economic planning area" must constantly create a match with its development orientation and form a strong competitive advantage of the enterprise, so as to drive the value chain of "Chinese local enterprises" and "foreign transnational corporations" in this sense. In order to grasp the regional characteristics and construction situation of the strategic economic planning areas of dozens of countries in the country, to help them avoid "low end and homogeneous development", based on the two-dimensional perspective of "enterprise + industrial value module (R & D, manufacturing, marketing)", this paper takes root in the value module of the strategic economic planning area of all countries in 2013. The size and direction of "location vertical specialization" is quantitatively and exponentially studied. On this basis, a comprehensive and scientific evaluation index system of "vertical specialization gravitational index" is constructed to help the national strategic economic planning area clear the necessary system and focus on developing and developing the location factors. Further, according to "Modularization" On the basis of the competitive advantage of "point" in a single "national strategic economic planning area", the concept of "the new wooden bucket" of value creation in the global value network needs to be integrated into the existing national strategic economic planning area from the point of view of the system as a whole so as to form a synergistic relationship with value creation. In order to create a "national strategic economic planning area value network" which has the synergistic effect of "1+12" value creation, it builds the overall cooperative competitive advantage of the "face" of the economic planning area. This paper is based on the four dimensional perspective of "enterprise coopetition relationship + industrial value module + location resource endowment + government network governance", and the national strategy classics The "modularized cooperative network" mechanism of the value creation of the regional economic planning is deeply studied. In theory, the new research field of "regional economic modularization network organization" is on display, and the new idea of adding "modular synergy" for the strategic research of regional economic coordinated development is added. The main part is divided into four parts, the first part is the introduction and the first part. The first chapter of the article mainly discusses the background and significance of the topic, literature review, research methods, research ideas and frameworks, the main innovation and shortcomings. The second part is the main part of this article, which mainly solves the problem of "vertical specialization gravity" in the strategic economic planning areas of various countries, including the second, third, and second articles of the article. The second chapter, starting from the theory of location selection of enterprises, analyzes the factors affecting the location of investment in enterprises, and builds an index system for evaluating the R & D, manufacturing and marketing value module "vertical specialized gravitational index" of the national strategic economic planning area, and then determines the sample and model of this paper. In the third, fourth and fifth chapters, the logical thinking and the expansion structure are the same. On the basis of finding various index variables, the "vertical specialization gravitational index" of the economic planning area in the R & D, manufacturing and marketing value modules is calculated on the basis of the factor analysis model. Based on the gravitational index of each value module, cluster analysis is carried out to more scientifically grasp the strategic commonality and difference distribution of the characteristics of the economic planning areas. The sixth chapter, on the basis of the third, fourth and five chapters, calculates the "vertical specialization gravitational index" of each value module, and combines the strategic orientation and industry of the national strategic economic planning area. The prospect of the comprehensive gravity of each region is compared and analyzed. Through the comparison, we can see the gap between the actual situation of the planning areas and the strategic positioning, so as to clarify the location factors that need to be emphasized. In addition, the cluster analysis is carried out by using three gravitational points as variables, and the industrial gravity of each planning area can be seen as a whole. The seventh chapter is the third part of this paper, which mainly studies the modular coordination mechanism of the national strategic economic planning area, and opens up a new research field of "modularized coordination" in the coordinated development strategy of regional economy. "The evolutionary path of the theory and the historical changes of regional economic division and cooperation in our country, and on this basis, the theoretical perspective of the modularization of regional economy is put forward, and then, based on the four dimension of" enterprise coopetition relationship + industrial value module + location resource endowment + government network governance ", the national strategic economic planning interval price is given. The fourth part is the conclusion and the prospect part, summarizes the content and the theme of the article, and puts forward the relevant policy suggestions and the prospect of the next work.
