結(jié)構(gòu)功能主義視角下新中國競技籃球運動的演進

【摘要】：為了促進新中國競技籃球運動良性演進，結(jié)合文獻資料法、歷史法和比較法，運用帕森斯結(jié)構(gòu)功能主義理論，把新中國競技籃球運動演進作為一次社會行動，把新中國競技籃球運動行動系統(tǒng)作為中國社會行動系統(tǒng)的一個子系統(tǒng)，分別探討了在普及與提高階段和快速發(fā)展階段新中國競技籃球運動系統(tǒng)的結(jié)構(gòu)功能特征和存在的問題；運用帕森斯結(jié)構(gòu)功能主義社會變遷理論，探討了新中國競技籃球運動從普及與提高階段向快速發(fā)展階段演進的原因及規(guī)律，探討了新中國競技籃球運動行動系統(tǒng)存在的問題，并提出了如何促進新中國競技籃球運動良性演進的建議等。 研究得出了以下結(jié)論：1.新中國競技籃球運動從普及與提高階段向快速發(fā)展階段演進，主要存在的問題是行動系統(tǒng)采用計劃經(jīng)濟行政管理組織方式造成的管理體制僵化，演進的原因主要是因新中國進行經(jīng)濟體制改革而造成的外部原因引起的；新中國競技籃球運動行動系統(tǒng)快速發(fā)展階段的演進，存在的主要問題是行動系統(tǒng)子系統(tǒng)界限不清楚、行動系統(tǒng)人才培養(yǎng)體系不完善造成的資源整合差和行動系統(tǒng)長效治理規(guī)則有待完善等，主是由內(nèi)部原因引起的。2.在普及與提高階段，新中國競技籃球運動行動系統(tǒng)由體育系統(tǒng)和行業(yè)系統(tǒng)組成，行動系統(tǒng)的角色主要是承擔國家政治任務(wù)，行動系統(tǒng)人力資源來自于三級后備人才培養(yǎng)選拔體系，物質(zhì)資源等通過國家計劃配置資源的方式獲取；行動系統(tǒng)的主要目標是社會效益目標（政治目標），目標達成主要通過按照計劃經(jīng)濟體制的方式完成；行動系統(tǒng)的整合是通過公有制規(guī)則等規(guī)則組成，和通過采用計劃經(jīng)濟行政管理模式來實現(xiàn)等；行動系統(tǒng)的維模是通過以政治意識形態(tài)和集體主義等價值體制的內(nèi)化，和通過國家對競技籃球的各種政策和運動工作制度的制約來完成等；在第二時期前期，因國家政治運動的影響，行動系統(tǒng)的演進幾乎倒退或停滯。3.從普及與提高階段向快速發(fā)展階段演進時，新中國競技籃球運動行動系統(tǒng)子系統(tǒng)由體育系統(tǒng)、行業(yè)系統(tǒng)演變?yōu)轶w育系統(tǒng)、行業(yè)系統(tǒng)、俱樂部系統(tǒng)，其中行業(yè)系統(tǒng)中的教育系統(tǒng)得到了很快的發(fā)展，逐漸取代行業(yè)系統(tǒng)；行動系統(tǒng)的動機主要由政治和集體的原因演變?yōu)榻?jīng)濟、政治、個人和集體等的原因；行動系統(tǒng)獲取資源的方式由計劃演變?yōu)槭袌龊陀媱潈煞N方式；行動系統(tǒng)角色增加了發(fā)展體育產(chǎn)業(yè)，教育系統(tǒng)的角色有待調(diào)整，行動系統(tǒng)的地位以體育系統(tǒng)處于主導(dǎo)地位等。4.從普及與提高階段向快速發(fā)展階段演進時，新中國競技籃球運動行動系統(tǒng)的目標結(jié)構(gòu)增加了經(jīng)濟目標、俱樂部比賽目標，俱樂部系統(tǒng)的目標次序還有待調(diào)整；目標達成由政策引導(dǎo)演變?yōu)檎吆头梢龑?dǎo)，，組織形式增加了俱樂部組織形式，行業(yè)系統(tǒng)組織形式逐漸由教育系統(tǒng)代替等。5.從普及與提高階段向快速發(fā)展階段演進時，社會整合的規(guī)則體系由公有制為基礎(chǔ)多種所有制是重要組成部分的所有權(quán)規(guī)則等組成，社會組織管理由計劃經(jīng)濟行政管理模型向行政部門負責宏觀調(diào)整和制定政策，籃球管理中心和籃球社會團體負責具體微觀的事物等。6.從普及與提高階段向快速發(fā)展階段演進時，行動系統(tǒng)的維模內(nèi)部由政治意識形態(tài)等價值體系的內(nèi)化演變?yōu)榻?jīng)濟、個人等價值體系的內(nèi)化，外部由政策和工作條例的控制演變?yōu)檎吆头煽刂频取?為了促進新中國競技籃球運動的良性演進，提出了以下建議：對于行動系統(tǒng)人才培養(yǎng)存在的問題，新中國競技籃球運動行動系統(tǒng)體育系統(tǒng)和教育系統(tǒng)通過國家法律和政策指導(dǎo)，結(jié)合社會力量進行資源整合，逐步實現(xiàn)和完善“體教合一”后備人才培養(yǎng)體系。對于行動系統(tǒng)組織管理存在的問題，新中國競技籃球運動管理應(yīng)進行兩次分化，首先進行垂直分化，中國籃球運動管理中心應(yīng)分化為中國籃球運動協(xié)會社會團體，國家體育行政部門只進行宏觀調(diào)控、制定法規(guī)政策和確定國家競技籃球運動發(fā)展方針等，具體和細微的事情由社會團體和經(jīng)濟實體等出完成；再水平分化為中國籃球運動協(xié)會、籃球俱樂部實體等平等實體。
[Abstract]:In ord to promote that benign evolution of the new Chinese competitive basketball, combined with the literature, the historical and the comparative method, the Parsons structural functionalism theory is used, and the evolution of the new Chinese competitive basketball is used as a social action.
