【摘要】:施工合同是建筑施工企業(yè)取得經濟效益的橋梁和紐帶,合同管理貫穿項目管理的全過程。對施工合同管理的過程和結果進行客觀、合理的評價,是尋找合同管理差距,提高合同管理水平的重要途徑,F(xiàn)有的合同管理評價得出的評價結果往往含有被評價企業(yè)客觀基礎條件優(yōu)劣的影響,實質上反映了被評價企業(yè)的整體實力而并不能夠客觀、準確地反映管理行為本身的有效程度。本文基于管理有效性提出了一種可以消除施工企業(yè)客觀基礎條件優(yōu)劣的影響,真實反映由于管理行為本身而使效益提高的方法,并通過合同管理績效的相對動態(tài)變化來定量地描述合同管理本身的有效程度,即施工合同管理效率評價。首先,通過實踐調研,梳理了施工合同管理評價的現(xiàn)狀,針對現(xiàn)有評價的不足,將管理效率引入施工合同管理提出并界定了施工合同管理效率的概念,凝練了合同管理效率評價的思路。其次,系統(tǒng)分析了施工合同績效評價的內涵、內容和特點,對合同形成階段和合同履行階段的績效目標進行合理的分解,運用結構方程模型構建了施工合同管理績效評價指標體系,并運用模糊綜合評價法測算施工合同全過程和分階段的管理績效評價值。再次,以施工企業(yè)往期(T-1期)項目的合同管理績效評價值為投入變量(參考指數),以當期(T期)項目的績效評價值為產出變量(當前指數),運用數據包絡分析法,分別建立施工合同全過程管理效率評價模型、合同形成階段管理效率評價模型和履行階段管理效率評價模型。最后,選取了1 2家施工企業(yè),通過調查問卷獲取施工合同管理績效數據,求取各參評企業(yè)的參考指數和當前指數,分別從合同全過程和分階段角度對樣本施工企業(yè)的施工合同管理效率評價進行了實證研究。實證結果表明,施工合同全過程管理效率評價方法可消除客觀基礎條件差異對管理效果的影響,真實反映合同管理本身的有效程度,有利于尋找不同施工企業(yè)合同管理之間的差距,為改進施工合同管理過程中的不足以及提高管理水平提供理論依據。
[Abstract]:Construction contract is a bridge and link for construction enterprises to obtain economic benefits. Contract management runs through the whole process of project management. The process and results of construction contract management are evaluated objectively and reasonably. It is an important way to find the gap of contract management and improve the level of contract management. The evaluation results obtained from the existing contract management evaluation often contain the influence of the objective basic conditions of the evaluated enterprises. In essence, it reflects the overall strength of the evaluated enterprise and cannot be objective. Based on the effectiveness of management, this paper puts forward a method to eliminate the influence of the objective basic conditions of construction enterprises. It reflects the method of improving the efficiency because of the management behavior itself, and describes quantitatively the effective degree of the contract management itself through the relative dynamic change of the contract management performance. That is, construction contract management efficiency evaluation. First, through practical research, combing the status quo of construction contract management evaluation, aiming at the shortcomings of the existing evaluation. This paper introduces management efficiency into construction contract management, puts forward and defines the concept of construction contract management efficiency, condenses the idea of contract management efficiency evaluation. Secondly, it systematically analyzes the connotation of construction contract performance evaluation. The content and characteristics of the contract formation and performance stage of the performance objectives of the reasonable decomposition, using the structural equation model to construct the construction contract management performance evaluation index system. And use the fuzzy comprehensive evaluation method to calculate the whole process of construction contract and the management performance evaluation value in stages. Again. Taking the performance evaluation value of contract management of the project in the past period of construction enterprise as the input variable (reference index, taking the current period) as the output variable (current index). Using the data envelopment analysis method, the evaluation model of management efficiency in the whole process of construction contract, the evaluation model of management efficiency in contract formation stage and the evaluation model of management efficiency in performance stage are established respectively. Finally. Selected 12 construction enterprises, through the questionnaire to obtain construction contract management performance data, to obtain the evaluation of the enterprise reference index and current index. From the point of view of the whole process and stages of the contract, this paper makes an empirical study on the efficiency evaluation of the construction contract management of the sample construction enterprises. The empirical results show that. The evaluation method of management efficiency in the whole process of construction contract can eliminate the influence of the difference of objective basic conditions on the management effect and reflect the effective degree of contract management itself. It is helpful to find out the gap between the contract management of different construction enterprises and to provide theoretical basis for improving the management process of construction contract and improving the management level.
