河南省H高校農村小學教師“國培計劃”實施現狀調查研究

【摘要】:“中小學幼兒園教師國家級培訓計劃”簡稱“國培計劃”,是教育部、財政部于2010年起開始全面實施的國家級教師培訓項目!皣嘤媱,,的政策實施效果是教師培訓達到理想效果的關鍵環(huán)節(jié)。研究從教育政策實施的相關理論入手,以河南省H高!稗r村中小學教師短期集中培訓項目”政策實施現狀為研究對象,采用問卷調查法、訪談調查法、個案研究法等方法,分析H高!皣嘤媱潯闭邔嵤┑默F狀,通過相關的影響因素發(fā)現政策實施中存在的問題,找出原因并提出相應的對策,旨在為以后教師培訓政策的實施和相關的教育實踐活動提供一些有益的參考。從培訓機構方面來看,H高校的政策實施方案無論是在組織管理上,還是培訓的師資內容上都得到了大多數老師的認同,參訓教師的總體滿意度比較高。但在“國培計劃”政策實施的過程中仍然存在一些問題:如農村小學教師參訓的積極性不高、培訓的內容與形式偏離農村小學教學實踐、對參訓教師考核評價方式單一等問題。而導致上述問題的影響因素主要有:政策制定人員方面、參訓教師自身的動力、政策宣傳不到位、實施計劃的不完善、農村中小學校的支持力度不強等。針對H高校“國培計劃”政策實施中存在的問題,從教育部門層面、政策實施者層面和教師所在學校層面提出相應的建議。
[Abstract]:The National training Program for Primary and Middle School Kindergarten Teachers is a national teacher training program implemented by the Ministry of Education and the Ministry of Finance in 2010. "the implementation of the policy is the key to achieving the desired results in teacher training. Starting with the relevant theories of the implementation of education policy, taking the present situation of the policy implementation of "Rural Primary and Secondary School Teachers' Short-term centralized training Project" in H University in Henan Province as the research object, this paper adopts the methods of questionnaire, interview and investigation, case study and so on. This paper analyzes the present situation of the policy implementation of the "national education plan" in H colleges and universities, finds out the problems existing in the implementation of the policy through the relevant influencing factors, finds out the reasons and puts forward the corresponding countermeasures. The purpose is to provide some useful reference for the implementation of teacher training policy and related educational practice. From the point of view of training institutions, the policy implementation scheme of colleges and universities has been recognized by most teachers in terms of organization and management, as well as the content of teachers trained, and the overall satisfaction of teachers participating in the training is relatively high. However, there are still some problems in the implementation of the "National training Plan": the enthusiasm of rural primary school teachers to participate in the training is not high, the content and form of the training deviate from the rural primary school teaching practice, and the evaluation method of the teachers participating in the training is single and so on. The influencing factors of the above problems are as follows: the policy-making staff, the motivation of the teachers themselves, the lack of policy propaganda, the imperfection of the implementation plan, the weak support of the rural primary and middle schools and so on. In view of the problems existing in the implementation of the "National Education Plan" in H colleges and universities, the corresponding suggestions are put forward from the level of education department, the level of policy implementers and the level of teachers' schools.
