【摘要】：中國的改革開放使國家的整體經(jīng)濟(jì)實力得到了明顯增強(qiáng),居民生活也有了顯著的改善。但作為國家體系的組成部分的農(nóng)村的發(fā)展則顯得較為緩慢,其發(fā)展水平和程度遠(yuǎn)遠(yuǎn)落后于城市。近些年來,隨著改革的不斷深入,“三農(nóng)”問題也被社會各界普遍關(guān)注,成為目前社會發(fā)展中的一個熱點問題。具體而言,影響農(nóng)村發(fā)展的因素是多方面的,而文化則是其中重要的因素之一。鄉(xiāng)村基層文化建設(shè)的完善與否,直接影響到2020年全面建成小康社會的實現(xiàn)。基于這樣一個背景,文化建設(shè)也提上了重要的議事日程,在黨和各級政府部門的努力下,鄉(xiāng)村基層文化建設(shè)取得了一些成就。但是總體來看,各項建設(shè)仍較為落后,特別是文化建設(shè)投入不足、重視不夠,鄉(xiāng)村基層文化建設(shè)與全面建設(shè)小康社會的目標(biāo)要求還有相當(dāng)長的距離,與我國整體經(jīng)濟(jì)社會的協(xié)調(diào)發(fā)展還不相適應(yīng),與農(nóng)民群眾的精神文化需求還不相適應(yīng),鄉(xiāng)村基層文化建設(shè)還有很多需要完善和創(chuàng)新的地方。因此,針對對鄉(xiāng)村基層文化建設(shè)這一課題的研究有著重大的理論意義與現(xiàn)實意義。本文主要采用文獻(xiàn)法、比較法以及實證的方法對當(dāng)代中國鄉(xiāng)村文化建設(shè)展開研究,全文共分三個部分:第一部分;集中討論我國鄉(xiāng)村基層文化建設(shè)的基本理論問題,主要對當(dāng)代中國鄉(xiāng)村文化建設(shè)基本范疇、主要內(nèi)容、基本模式、責(zé)任主體與建設(shè)原則及現(xiàn)實意義等進(jìn)行分析。本文在分析鄉(xiāng)村文化建設(shè)基本內(nèi)涵的基礎(chǔ)上,提出了鄉(xiāng)村文化建設(shè)應(yīng)該遵循以下基本原則,包括可持續(xù)發(fā)展原則、社會效益原則、繼承與創(chuàng)新原則、以人為本原則、聯(lián)系實際原則。對于鄉(xiāng)村文化建設(shè)的重要意義,本文認(rèn)為首先可以促進(jìn)鄉(xiāng)村基層社會的和諧穩(wěn)定;還可以加快新農(nóng)村建設(shè)的進(jìn)程,同時有利于鄉(xiāng)村基層經(jīng)濟(jì)發(fā)展,最后還可以豐富農(nóng)民文化生活、提升農(nóng)民綜合素質(zhì)和生活質(zhì)量。第二部分:當(dāng)前我國鄉(xiāng)村基層文化建設(shè)的現(xiàn)狀分析。此部分主要講述了建設(shè)的成就及存在的問題。成就主要表現(xiàn)為:鄉(xiāng)村文化建設(shè)意識有所提升,基礎(chǔ)設(shè)施建設(shè)有所改善,特色文化有所開展,農(nóng)民思想觀念有所改變。存在的問題表現(xiàn)為:文化建設(shè)相對滯后;文化形式單一;基礎(chǔ)設(shè)施發(fā)展不足;保障制度不健全;隊伍建設(shè)不力等。存在問題的原因:鄉(xiāng)村文化建設(shè)重視程度不足;資金投入不足;人員管理制度缺乏;功利取向誤導(dǎo)、規(guī)劃設(shè)計缺乏整體策略等。第三部分:針對存在的問題及原因,提出加強(qiáng)我國鄉(xiāng)村基層文化建設(shè)的對策。一是提高鄉(xiāng)村文化建設(shè)重視程度;二是加快完善鄉(xiāng)村文化設(shè)施建設(shè);三是有效組織農(nóng)民文化活動;四是完善鄉(xiāng)村文化體制機(jī)制建設(shè);五是創(chuàng)新鄉(xiāng)村文化建設(shè)模式;六是強(qiáng)化鄉(xiāng)村基層文化建設(shè)組織保障。七是健全鄉(xiāng)村基層文化隊伍建設(shè)。
[Abstract]:China's reform and opening to the outside world has greatly enhanced the overall economic strength of the country and improved the living standards of its residents. However, as a part of the national system, the development of rural areas is relatively slow, and its development level and degree lag far behind the cities. In recent years, with the deepening of reform, the issue of "agriculture, countryside and farmers" has become a hot issue in social development. Specifically, there are many factors affecting rural development, and culture is one of the important factors. The perfection of rural grassroots cultural construction will directly affect the realization of building a well-off society in an all-round way by 2020. Based on this background, cultural construction has also been put on the important agenda. With the efforts of the Party and government departments at all levels, the rural grass-roots cultural construction has made some achievements. But on the whole, the construction is still relatively backward, especially the insufficient input and attention to the cultural construction, and there is still a long way to go between the rural grass-roots cultural construction and the goal of building a well-off society in an all-round way. It is not suitable for the coordinated development of the whole economy and society of our country, and not suitable for the spiritual and cultural needs of the peasant masses, so there are still many places that need to be perfected and innovated in the construction of rural grass-roots culture. Therefore, it is of great theoretical and practical significance to study the subject of rural grassroots cultural construction. This article mainly uses the literature method, the comparative method and the demonstration method to carry on the research to the contemporary Chinese countryside culture construction, the full text altogether divides into three parts: the first part, concentrates on the discussion our country basic level cultural construction basic theory question, This paper mainly analyzes the basic category, main content, basic mode, responsibility subject, construction principle and practical significance of rural culture construction in contemporary China. Based on the analysis of the basic connotation of rural culture construction, this paper puts forward that the rural culture construction should follow the following basic principles, including the principle of sustainable development, the principle of social benefit, the principle of inheritance and innovation, and the principle of people-oriented. The principle of associating with practice. For the important significance of rural cultural construction, this paper holds that it can first promote the harmony and stability of rural grass-roots society, accelerate the process of new rural construction, and at the same time benefit the rural grass-roots economic development. Finally, it can enrich farmers' cultural life and improve their comprehensive quality and quality of life. The second part: the present situation analysis of the rural grassroots culture construction in our country. This part mainly describes the achievements of the construction and existing problems. The main achievements are as follows: the consciousness of rural culture construction has been improved, the infrastructure construction has been improved, the characteristic culture has been carried out, and the farmers' ideology has been changed. The existing problems are as follows: the cultural construction is relatively lagging; the cultural form is single; the development of infrastructure is insufficient; the security system is not perfect; the team construction is weak. The reasons for the problems are: insufficient attention to the construction of rural culture; insufficient investment of funds; lack of personnel management system; misguided utilitarian orientation; lack of overall strategy in planning and design. The third part: in view of the existing problems and reasons, put forward the countermeasures to strengthen the rural grass-roots cultural construction. One is to improve the importance of rural cultural construction, the other is to speed up the construction of rural cultural facilities; third, to effectively organize the cultural activities of farmers; fourth, to improve the institutional construction of rural culture; fifth, to innovate the mode of rural cultural construction; Sixth, strengthen the rural basic level cultural construction organization safeguard. Seventh, improve the construction of rural grassroots cultural team.
